Food Security In Asia And The Pacific

This synthesis report is the result of close, collaborative research initiated by the Asian Development Bank in partnership with Foreign Affairs, Trade and Development Canada; the Asia-Pacific Economic Cooperation; and the Liu Institute for Global Issues at the University of British Columbia. Fourteen background papers were commissioned to investigate food security issues particularly pertinent for Asia and the Pacific. The report synthesizes and collates the primary findings from these papers to articulate key policy challenges and opportunities related to food security in the region.

Ensuring a secure supply of food is essential, given the world's (and especially Asia's) growing population, high and volatile food prices, increasingly scarce resources, and changing environment. This publication discusses the drivers behind food insecurity in Asia and points to ways to mitigate it.

Using an interdisciplinary approach, this book evaluates the complex nexus between climate change and regional food security in Asia Pacific. Feeding the planet puts a lot of stress on the environment. The fundamental challenges we are facing today include how to grow more from less in a sustainable manner; how to optimize the entire food value chain from field to fork to reduce the carbon footprint, protect the environment and support biological diversity, cause less water pollution and soil erosion, raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy. With a robust multi-site study in Southeast Asia, Pacific Island Forum and South Asia, this book examines the regional initiatives on, the current state of, and the future prospects for mitigations and resilience regarding climate change and food security vis-à-vis other regions of the world.

Achieving food security is vital for any nation. But despite progress in food availability in the postwar period, food insecurity still prevails in many developing countries, with more than half the world's undernourished in Asia. This unacceptable number calls for urgent action. Differences in levels of food security across countries cannot be explained solely by conventional economic arguments, such as resource endowments, country or population size, the level of economic development, and cultural or social differences. This book approaches the issue of food security in a number of Asian and other countries by highlighting the crucial role played by government and economic institutions and by examining how they influence food availability. It lays out valuable policy initiatives for national governments and international bodies, acting through improved institutions, to reduce poverty and inequality and to achieve higher levels of food security nationally and globally.

The study is focused on the impact food insecurity on the Asia-Pacific region and how to deal with it. Access to food and not the supply of food is central to food security. Thus, Governments need to develop and strengthen social protection programmes and improve the availability of food at the national and local levels. In the medium term, it is critical to support the revitalization of small-scale sustainable food production. The study examines the environmental, economic and social challenges that are the roots of the region.

The coronavirus disease (COVID-19) pandemic has highlighted food security issues and nutrition gaps in Asia and the Pacific, where various risks and fragilities have continually affected the food and agriculture sector. There is a clear need to integrate sustainable management of natural resources, nutritional considerations, and the economic dimensions of food supply chains to enhance resilience and mitigate climate change. This publication explores how innovative financing and transformative knowledge solutions can help address the financing gaps and other challenges of food systems in the region.

This volume foregrounds the importance of regional cooperation in the context of food security challenges in South Asia. South Asia holds the key to global achievement of SDG targets of ending hunger and malnutrition – it accounts for nearly one-third of food-insecure people on the planet, with every third child suffering from stunting due to malnutrition. Similar food preferences, production systems, and the transboundary nature of agrarian ecosystems call for coordinated action by South Asian countries, complementing national actions dealing with food security challenges. In this volume, leading experts discuss the perspectives of key South Asian countries in leveraging regional cooperation for addressing food security challenges and reflect on the potential of cooperative actions in different areas. The book proposes a ten-point regional policy agenda covering cooperation for combatting climate change, regional trade liberalization, operationalization of regional food reserves, leveraging technology, sharing of good practices, regional institution building, coordinated positions in multilateral trade negotiations, addressing trans-boundary outbreak of livestock diseases, strengthening food safety standards, and the management of shared natural resources. A key volume on accomplishing SDGs in the South Asian context, this book will be of immense interest to policy makers, researchers, and development practitioners. It is also essential reading for scholars and researchers in the areas of development studies, South Asia studies, food security, environment and sustainability.

This edited book examines the contemporary regional security concerns in the Asia-Pacific recognizing the ‘Butterfly effect’, the concept that small causes can have large effects: ‘the flap of a butterfly’s wings can cause a typhoon halfway around the world’. For many Asia-Pacific states, domestic security challenges are at least as important as external security considerations. Recent events (both natural disasters and man-made disasters) have pointed to the inherent physical, economic, social and political vulnerabilities that exist in the region. Both black swan events and persistent threats to security characterize the challenges within the Asia-Pacific region. Transnational security challenges such as global climate change, environmental degradation, pandemics, energy security, supply chain security, resource scarcity, terrorism and organized crime are shaping the security landscape regionally and globally. The significance of emerging transnational security challenges in the Asia-Pacific Region impact globally and conversely, security developments in those other regions affect the Asia-Pacific region.
