Food And Nutrition Security And Its Resilience To Global Crises

In 2007 and 2008, the world witnessed a dramatic increase in food prices. The global financial crisis that began in 2008 compounded the burden of high food prices, exacerbating the problems of hunger and malnutrition in developing countries. The tandem food price and economic crises struck amidst the massive, chronic problem of hunger and undernutrition in developing countries. National governments and international actors have taken a variety of steps to mitigate the negative effects of increased food prices on particular groups. The recent abrupt increase in food prices, in tandem with the current global economic crisis, threatens progress already made in these areas, and could inhibit future efforts. The Institute of Medicine held a workshop, summarized in this volume, to describe the dynamic technological, agricultural, and economic issues contributing to the food price increases of 2007 and 2008 and their impacts on health and nutrition in resource-poor regions. The compounding effects of the current global economic downturn on nutrition motivated additional discussions on these dual crises, their impacts on the nutritional status of vulnerable populations, and opportunities to mitigate their negative nutritional effects.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Tropentag is the largest interdisciplinary conference in Europe on development oriented research in the fields of sub-/tropical agriculture, food security, natural resource management and rural development. Taking place annually, Tropentag 2020 turned out to be a special challenge. Originally planned to take place in Prague, the Corona pandemic did not allow presence in or travel to Prague for prospective participants. ATSAF took on the challenge to organise a virtual Tropentag based on Zoom meetings being streamed on YouTube channels using the Whova as online conference platform from September 7 to 9, 2020.

This open access book compiles a series of chapters written by internationally recognized experts known for their in-depth but critical views on questions of resilience and food security. The book assesses rigorously and critically the contribution of the concept of resilience in advancing our understanding and ability to design and implement development interventions in relation to food security and humanitarian crises. For this, the book departs from the narrow beaten tracks of agriculture and trade, which have influenced the mainstream debate on food security for nearly 60 years, and adopts instead a wider, more holistic perspective, framed around food systems. The foundation for this new approach is the recognition that in the current post-globalization era, the food and nutritional security of the world’s population no longer depends just on the performance of agriculture and policies on trade, but rather on the capacity of the entire (food) system to produce, process, transport and distribute safe, affordable and nutritious food for all, in ways that remain environmentally sustainable. In that context, adopting a food system perspective provides a more appropriate frame as it incites to broaden the conventional thinking and to acknowledge the systemic nature of the different processes and actors involved. This book is written for a large audience, from academics to policymakers, students to practitioners. This is an open access book.

This book addresses some of the major challenges of food systems associated with a diversity of agricultural contexts and priorities. It contributes to the conversation on global food and nutrition security by unpacking the intertwined connections between food system resilience, food policies, and global food markets. The contributing authors provide careful analyses of how shocks to food systems (e.g., COVID-19 pandemic lockdowns) and crises to global food systems (e.g., the global food price crisis of 2008) have disrupted the food value chains in ways that undermine global initiatives to achieve food and nutrition security for all. The book is divided into two sections. Section 1 focuses on global food systems transformation with the goal of moving towards resilience. Two chapters in this section employ a global context approach to address the key factors undermining food systems’ resilience and sustainability. Section 2 presents case studies drawn from Africa, Asia, and Europe with different pathways for the transition to food systems resilience, highlighting the importance of policy approaches as well as smart and innovative strategies to ensure the production of nutritious foods at affordable costs, the reduction of food wastage, and the valorization of sub-products.

Two years after the onset of the COVID-19 pandemic, the health, economic, and social disruptions caused by this global crisis continue to evolve. The impacts of the pandemic are likely to endure for years to come, with poor, marginalized, and vulnerable groups the most affected. In COVID-19 & Global Food Security: Two Years Later, the editors bring together contributions from new IFPRI research, blogs, and the CGIAR COVID-19 Hub to examine the pandemic’s effects on poverty, food security, nutrition, and health around the world. This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.

This synopsis presents highlights from the international conference “Building Resilience for Food and Nutrition Security,” organized by the International Food Policy Research Institute (IFPRI) and its 2020 Vision Initiative. This global policy consultation was designed to inform, influence, and catalyze action by policymakers, nongovernmental organizations, the private sector, educators, researchers, and communities themselves to incorporate resilience into the post-2015 agenda and improve policies, investments, and institutions to strengthen resilience so that food and nutrition security can be achieved for all. Experts and practitioners from the resilience and vulnerability communities, as well as food and nutrition security, agriculture, humanitarian, and related development sectors came together to assess emerging shocks that threaten food and nutrition security, discuss approaches and tools for building resilience, identify knowledge and action gaps, and set priorities for action on this critical issue. The Food and Nutrition Security Resilience Programme (FNS-REPRO) is the first programme of the Food and Agriculture Organization of the United Nations (FAO) in Eastern Africa specifically designed to foster peace and food security at scale. FNS-REPRO employs a livelihood and resilience-based approach in some of the least stable regions, where interventions are normally exclusively of a humanitarian nature. Its design allows FAO and partners to set good examples of how to build food system resilience in protracted crises and strengthen cooperation across the humanitarian-development-peace nexus towards this end. This report provides the results of analyses conducted during FNS-REPRO’s inception phase in Somaliland, with the aim to inform its area based interventions, thereby creating a common understanding of the context, and both the challenges and opportunities therein. The context analysis informs and co-creates design, approaches and operational responses, thereby also strengthening the FNS-REPRO learning agenda and evidence-based programming - focused on seed sector development. The publication provides a baseline for the four-year programme in Somaliland, together with the Resilience Baseline (RIMA) report.
