Fifty Years Of Transport Policy

This group of papers looks back on fifty years of transport policy and was produced in celebration of ECMT's 50th Anniversary.

This book contains the complete text of the special Golden Anniversary issue of the flagship journal of the Regional Science Association International (RSAI), Papers in Regional Science (Volume 83, Number 1), as well as the full text of Walter Isard's Presidential Address "The future (near and far) of regional science". Professor Isard originally delivered the speech in a special plenary session of the fiftieth North American Meetings of the Regional Science Association International. The session began with a ceremonial kickoff to the year-long celebration of the multidisciplinary field's first 50 years. At the ceremony, held on the morning of Friday, November 21,2004 at the DoubleTree Hotel in Philadelphia, we presented Walter Isard, the founder of our multidisciplinary field, as well as Antoine Bailly, the President of the Regional Science Association International, and David Boyce, the Association's Archivist, with commemorative first copies of the anniversary issue. This book, entitled Fifty Years of Regional Science, consists of a compendium of "thought" papers authored by a representative sampling of some of the field's leading scholars. For the special journal issue we originally titled the collection: "The Brightest of Dawns".

These conference proceedings sketch a broad overview of transport economics research since the inception of the ECMT in 1953 and map out the directions for future work.

Given its geographical expanse, Canada has always faced long-term transport policy issues and challenges. Canadian Multi-Modal Transport Policy and Governance explains how and why Canadian transportation policy and related governance changed from the Pierre Trudeau era through the Chretien, Martin, Mulroney, Harper, and Justin Trudeau eras. With particular attention paid to the diversity and ongoing evolution of transportation policy since the 1960s, the broad distribution of regulatory authority across different levels of government, and the politicization of regulatory regimes and investment decisions since the 1970s, Doern, Coleman, and Prentice attempt to answer three critical questions: How and to what extent have policy and governance changed over the decades? Where has transport policy resided in federal policy agendas? And is Canada developing the policies, institutions, and capacities it needs to have a socio-economically viable and technologically advanced transportation system for the medium and long term? A sweeping history of transportation policy in Canada that fills a gap in the existing literature, Canadian Multi-Modal Transport Policy and Governance concludes that transportation has been subordinate to other federal goals and priorities, delaying and eroding transport systems into the twenty-first century.

This ECMT Annual Report 2003 provides information on the different modal and horizontal activities where ECMT tries to make a contribution to improving international policy reflection and formulation.

Peace research first emerged as an explicit academic area of study in the 1950s. Pioneers of peace research included Wright, Richardson and Lenz, and this book examines their contribution and that of the 'frontiersmen' who developed the study further, establishing peace research in its own right. Assessing the evolution, status and significance of peace research after fifty years, this novel and comprehensive book is relevant not only to students of peace research, but also to the developing debates within international relations and security studies. This is where there are real problems associated with the understanding of new problems and issues by reference to traditional concepts and categories. The book will attract a broad market in the fields of international relations, politics and social theory, as well as scholars in peace studies.
