Excerpt from Thirty-Fifth Annual Report of the State Board of Health of Massachusetts The following report comprises the general or routine work of the State Board of Health for the year ended Sept.30, 1903, together with its operations under the food and drug acts for the same period, and under the acts relating to water supply and sewerage during the calendar year 1903. The first part, paged in Roman numerals, contains a condensed account of the work done under the laws defining the duties of the Board. The regular work of the Board is performed mainly under the provisions of three separate acts, - an organic act of 1869, establishing the Board; an act of 1882, providing for the inspection of food and drugs; and an act for the protection of the purity of inland waters, of 1886, together with the amendments of these acts, all of which have been embodied in chapter 75 of the Revised Laws of Massachusetts, enacted in 1901. The second part of this report, paged in Arabic figures, presents the fuller details of the work of the Board under the acts above referred to. The vital statistics of a given community constitute the most definite index of the general health of such community during any stated year or series of years. Measured upon this plan the health of Massachusetts during 1903 differed but little from that of either of the years immediately preceding(1901 and 1902). The death-rate of these three years was less than that of any year in the last half century and probably less than that of any year in the nineteenth century, since it is known that infectious diseases prevailed throughout the earlier years of the century with far greater virulence than at the present time. The number of deaths in the State in 1903 was 49, 054, which was equivalent to a death-rate of 16.32 per 1,000 upon an estimated population of 3,006,040. Excerpt from Forty-Fifth Annual Report of the State Board of Health of Massachusetts On March 30, 1913, occurred the death of Dr. Julian A. Mead, member of the Board since October, 1895, concerning whose death it was voted at a meeting of the State Board of Health, held April 3, 1913, that the following minutes be spread upon the records: - Dr. Julian A. Mead became a member of the State Board of Health in October, 1895. He was a member of the Board at the date of his death, March 13. 1913. He brought to the service of the State the valued knowledge of a well-trained and experienced practitioner of medicine. He possessed qualities of the greatest importance to a member of a Board which has such varied functions as are imposed upon this organization. He had a large acquaintance with public affairs of many sorts, and he willingly gave his time and special knowledge to the work of the Board. Careful in arriving at conclusions, he was firm in maintaining them. Courteous, friendly and just, he leaves with his associates a happy memory and a sincere regret for his loss. To fill the unexpired term of Dr. Mead, Dr. Milton J. Rosenau was appointed by Governor Foss on April 9, 1913. At a meeting of the State Board of Health, held Oct. 2, 1913, the resignation of Dr. Elliott Washburn, State Inspector of Health for the South Midland District, was accepted with regret. Dr. Washburn resigned in order to become superintendent of the State sanatorium for tuberculosis at Rutland. Mass. Excerpt from Annual Reports of the Department of Public Health of Massachusetts, 1933-1935 The Lynn Department of Health has recently reorganized its clinic on the lines laid down' by the Department of Public Health and the subsidy which had been withdrawn has now been restored. The minimum standards for the conduct of gonorrhea and syphilis clinics, which were prepared last year and approved by all of the interested groups, were adopted by the Public Health Council on February 14, 1933. These standards should be of considerable service in improving conditions at some of the more backward clinics. The distribution of arsenicals for 1933 will establish a record as approximately grams will be used this year. The highest previous distribution Was grams in 1931, Approximately 14 per cent of the distribution of arsenicals is to physicians, the remainder being to clinics and institutions. One hundred and twenty new physicians have been added to the list of those to whom arsenicals have been distributed, bringing the total number who have received these drugs since the first of 1929 to 896. Excerpt from Thirty-Ninth Annual Report of the State Board of Health of Massachusetts Section 1. The city of Lynn, for the purpose of enlarging and improving its water supply, is hereby authorized to issue from time to time bonds, notes or scrip, to be denominated on the face thereof, Lynn Water Loan, Act of 1907 to an amount not exceeding three hundred thousand dollars in addition to the amounts heretofore authorized by law to be issued by said city for similar purposes, which shall be payable at the expiration of periods not exceeding thirty years from the dates of issue, shall bear interest payable semi-annually at a rate not exceeding four per cent per annum, and Shall be signed by the treasurer and countersigned by the board of water commis sioners and by the mavor of the city. The city may sell such securities at public or private sale, or pledge the same for money borrowed for the pur poses of this act, upon such terms and conditions as it may deem proper, provided that they shall not be sold for less than the par value thereof.
