Facts Not Fakes Tackling Disinformation Strengthening Information Integrity

Rising disinformation has far-reaching consequences in many policy areas ranging from public health to national security. It can cast doubt on factual evidence, jeopardise the implementation of public policies and undermine people's trust in the integrity of democratic institutions. This report explores how to respond to these challenges and reinforce democracy.

This report presents the main findings of the second OECD cross-national Survey on Drivers of Trust in Public Institutions, carried out in late 2023. With nearly 60 000 responses, representative of the adult population in 30 OECD countries, the survey investigated how people's expectations and experiences with government influence their trust in public institutions. These experiences and expectations range from day-to-day interactions with public institutions to government decision making on complex policy issues. The report identifies some of the main drivers of trust in government and other public institutions and discusses opportunities for policy action. For the first time, the report also analyses how trust levels and drivers have evolved in the 20 OECD countries that participated in the 2021 survey and how an information environment marked by an increasing amount of polarising content and disinformation affects people’s trust in public institutions.

This report analyses the legislative and institutional framework in France relating to the transparency and integrity of foreign influence activities. It identifies concrete policy measures adapted to the French context to make foreign influence activities more transparent, and to discourage foreign interference attempts that are made notably through opaque lobbying and influence activities. It also ensures that the risk of foreign interference is better taken into account when public officials move between the public and private sectors.

Lobbying and influence activities are legitimate acts of democratic participation and enable different groups to provide input and expertise to the policymaking process. This report looks at Chile’s existing framework to ensure equity, integrity and transparency in public decision-making processes, and assesses its resilience to the risks of undue influence by special interest groups.

The OECD Public Integrity Handbook provides guidance to government, business and civil society on implementing the OECD Recommendation on Public Integrity. The Handbook clarifies what the Recommendation’s thirteen principles mean in practice and identifies challenges in implementing them.

"The situation in Syria poses an acute-some might say existential-challenge to the international community's commitment to justice and accountability. It also marks the abject failure of the international system of peace and security erected in the post-World War II period. The Security Council has been almost entirely incapacitated by the propensity of Russia to wield its veto against nearly every coercive measure of any consequence, including legal accountability, that might be imposed on the regime of Syrian President Bashar Al-Assad. As a result, other actors, within and outside of the United Nations, have endeavored to find inventive ways around this geopolitical impasse. The book's subtitle-Water Always Finds Its Way-reflects this idea that the quest for justice is inexorable. Just as water eventually finds its way through cracks and around obstacles, even if at a trickle, so too will justice. Virtually every international crime that forms part of the international penal code-a mélange of customary international law and treaty provisions-has been committed in and around Syria. The Syrian people have witnessed and been subjected to deliberate, indiscriminate, and disproportionate attacks; the misuse of conventional, unconventional, and improvised weapon systems; industrial-grade custodial abuses in a vast network of formal and informal prisons; unrelenting siege warfare; the denial of humanitarian aid and what appears to be the deliberate use of starvation as a weapon of war; sexual violence, including the sexual enslavement of Yezidi women and girls trafficked from Iraq and the sexual torture of detained men and boys; and the intentional destruction of irreplaceable cultural property. Thousands of Syrians are missing, many of them victims of enforced disappearances. Even children are not spared. The long-standing taboo against the use of chemical weapons has been repeatedly flouted in ways that constitute a double violation of IHL: the use of a prohibited weapon to target civilians. And, the sectarian nature of the violence has raised the specter of genocide against ethno-religious minorities. Indeed, then-Secretary of State John Kerry announced in 2016 that ISIL was committing genocide against a number of minority groups in Syria and Iraq. Violence in the region has contributed to the biggest exodus of refugees since World War II"--

This volume examines the phenomenon of fake news by bringing together leading experts from different fields within psychology and related areas, and explores what has become a prominent feature of public discourse since the first Brexit referendum and the 2016 US election campaign. Dealing with misinformation is important in many areas of daily life, including politics, the marketplace, health communication, journalism, education, and science. In a general climate where facts and misinformation blur, and are intentionally blurred, this book asks what determines whether people accept and share (mis)information, and what can be done to counter misinformation? All three of these aspects need to be understood in the context of online social networks, which have fundamentally changed the way information is produced, consumed, and transmitted. The contributions within this volume summarize the most up-to-date empirical findings, theories, and applications and discuss cutting-edge ideas and future directions of interventions to counter fake news. Information and communication technologies are increasingly prevalent in electoral management and democratic processes, even for countries without any form of electronic voting. These technologies offer numerous new opportunities, but also new threats. Cybersecurity is currently one of the greatest electoral challenges. It involves a broad range of actors, including electoral management bodies, cybersecurity expert bodies and security agencies. Many countries have found that interagency collaboration is essential for defending elections against digital threats. In recent years significant advances have been made in organizing such collaboration at the domestic and international levels. This guide tracks how countries are making progress on improving cybersecurity in elections. Based on an extensive collection of 20 case studies from all over the world, it provides lessons for those wanting to strengthen their defences against cyberattacks.

Word matters and is the foundation for dialogue and democracy and so is trust. Thus, the phenomenon “Fake News” understood as propaganda, lies, disinformation and fake factory stories are serious threats to our democracies. The Nordic Council of Ministers urges for finding ways to meet this challenge and is launching a booklet to create a debate on how to counter fakes and build trust in words and facts. The booklet is based upon results from a meeting in September 2017 of a high-level group of key experts on the topic and in particular from four experts contributing by focusing on media and information literacy, ethical standards and quality journalism to be among the best tools to counter fakes. This booklet will be launched at the UNESCO World Press Freedom Day 2018 in Accra asking for international feedback on its recommendations.
