Factors Affecting Firm Level Investment And Performance In Border Economic Zones And Implications For Developing Cross Border Economic Zones Between The Peoples Republic Of China And Its Neighboring Gms Countries

The establishment of cross-border economic zones (CBEZs) in the border areas of the People's Republic of China (PRC) and its neighboring Greater Mekong Subregion (GMS) countries has recently emerged as a strategy for further promoting trade and investments in the subregion. Unlike a border economic zone (BEZ), which is confined within the national territory, a CBEZ is an economic zone traversing a transnational area and requiring a unified set of policies and incentives in such areas as finance, taxation, investment, trade, and customs regulation. While no CBEZ currently exists in the GMS, the establishment of this type of zone has recently been initiated for Hekou-Lao Cai along the North-South Economic Corridor border involving Yunnan Province in the PRC, and Lao Cai Province in Viet Nam. The design of incentive packages to be implemented in the CBEZ is thus a major challenge for policy makers. To help inform the design of incentive policies in CBEZs, this research studied BEZs in selected border areas in Yunnan Province, and in Lao Cai Province, with the objective of assessing (i) the factors that attract investments to the zones, and (ii) the effects of investment incentive policies on the performance of firms locating in these zones. Using three types of investment motives (marketseeking, resource-seeking, and efficiency-seeking) as dependent variables, and applying parametric and nonparametric analysis, the study identified significant variables that affect the firms' locational decisions and investment performance. The implications of these variables on the design of incentive policies were subsequently analyzed.

This series features the scholarly works supported by the Phnom Penh Plan for Development Management, a region-wide capacity building program of the Asian Development Bank that supports knowledge products and services. It seeks to disseminate research results to a wider audience so that policy makers, implementers, and other stakeholders in the Greater Mekong Subregion can better appreciate and understand the breadth and depth of the region's development challenges.

This book focuses on how to promote cross-border economic cooperation in the context of China national strategy including BRI. This book summarizes the existing regional economic development theories and sorts out the relevant theories of cross-border economic cooperation. Then, it analyzes the industrial development of China's southwestern border and neighboring countries, the main reasons of rural household poverty in the border ethnic areas by means of empirical methods, and proposes corresponding policy implications. Also, it explores the current border investment and trade policies of China, and compares the similarities and differences between China and Vietnam, and Laos and Myanmar.

The Journal of GMS Development Studies is a multidisciplinary peer-reviewed publication that seeks to promote a better understanding of a broad range of development issues of the Greater Mekong Subregion (GMS). This journal is published by the Asian Development Bank (ADB) under the framework of the Phnom Penh Plan for Development Management (PPP), a region-wide capacity building program that supports knowledge products and services. It is directed at GMS planners, policy makers, academics, and researchers who, in their unique capacities, continue to search for solutions to the many complex challenges of the subregion. By disseminating knowledge about the GMS, the Journal hopes to stimulate further thinking and debate on GMS issues, thus contributing to informed policy choices, responsive advocacy, and meticulous scholarship.

This report is a diagnostic assessment of the readiness of Cambodia to develop and manage public-private partnerships (PPPs). It was prepared jointly with the Agence Française de Développement (AFD), and it is part of a series of studies being prepared by the Southeast Asia Department of the Asian Development Bank (ADB). The study sets out the development strategy context for PPPs, reviews the enabling environment, and provides a gap analysis of current arrangements relative to international best practices. The analysis considers arrangements that can be put in place at the national and subnational levels, and identifies areas where AFD and ADB could provide assistance. The preparation of this assessment is an integral part of ADB's planning process to ensure coordination between the government’s priorities and those of ADB, especially as regards ADB's Strategy 2020 and the PPP Operational Plan.

It covers the 48 regional members of the Asian Development Bank and analyzes regional as well as global economic linkages. The 2018 report's special chapter Toward Optimal Provision of Regional Public Goods in Asia and the Pacific examines how collective action among countries can help find solutions to growing transnational development challenges. The special chapter also discusses how to best provide regional public goods that transcend the so-called collective action problem which occurs when individual interests are too weak on their own to drive cooperation on common issues.

This text examines regionalism from the perspective of developing countries. It presents a comprehensive account of existing theory and empirical results and incorporates the findings of formal analyses ofthe politics and dynamics of regionalism.

This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

"This book, designed for policymakers, academics and researchers, and SEZ program practitioners, provides the first systematic and comprehensive analysis of SEZ programs in Sub-Saharan Africa. It is the result of detailed surveys and case studies conducted during 2009 in ten developing countries, including six in Sub-Saharan Africa. The book provides quantitative evidence of the performance of SEZs, and of the factors which contribute to that performance, highlighting the critical importance not just of the SEZ itself but of the wider national investment climate in which it functions. It also provides a comprehensive guide to the key policy questions that confront governments establishing SEZ programs, including: if and when to launch an SEZ program, what form of SEZ is most appropriate, and how to go about implementing it. Among the most important findings from the study that is stressed in the book is the shift from traditional enclave models of zones to SEZs that are integrated ? with national trade and industrial strategies, with core trade and social infrastructure, with domestic suppliers, and with local labor markets.Although the book focuses primarily on the experience of Sub-Saharan Africa, its lessons will be applicable to developing countries around the world."
