Evaluation Of Projects Related To The Voluntary Guidelines On The Responsible Governance Of Tenure Of Land Fisheries And Forests In The Context Of National Food Security Funded By Germany

FAO has been promoting the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (VGGT) in several countries and the Federal Republic of Germany had significantly contributed by financially supporting FAO’s activities. The programme contributed through multi-stakeholder platforms to an inclusive dialogue which led in most countries to the emergence of a common vision on land governance and positively influenced the land reform processes. It also triggered changes in mind-set which are needed for long-term improvements at country level. Results have shown that the VGGT, while being international principles of land policy, can be translated into concrete actions at the local level. The evaluation stressed the need for greater attention on developing activities to be carried out in local communities which result in defined, precise and achievable gains on governance of tenure and to continue working on women and youth land access issues.

The guidelines are the first comprehensive, global instrument on tenure and its administration to be prepared through intergovernmental negotiations.The guidelines set out principles and internationally accepted standards of responsible practices for the use and control of land, fisheries and forests. They provide guidance for improving the policy, legal and organizational frameworks that regulate tenure rights; for enhancing the transparency and administration of tenure systems; and for strengthening the capacities and operations of public bodies, private sector enterprises, civil society organizations and people concerned with tenure and its governance.The guidelines place the governance of tenure within the context of national food security, and are intended to contribute to the progressive realization of the right to adequate food, poverty eradication, environmental protection and sustainable social and economic development.

This report is a synthesis of the Food and Agriculture Organization of the United Nations (FAO) Office of Evaluation (OED) on evaluations completed from 2019 to 2021 on FAO’s work in the Africa region. It documents FAO’s contribution to results, identifies gaps and emerging issues and lessons learned. The synthesis is organized around the themes of sustainable production and value chain development, food security and nutrition, climate change and natural resources, resilience to threats and crises, and gender equality and empowerment of women. The synthesis used the Programme Priority Areas of the Strategic Framework 2022–2031 to analyse FAO’s contribution to results, finding many positive examples in the Africa region. However, the sustainability of results is a challenge for the region, due to several factors, including capacity constraints of government partners and limitations of FAO project designs. Gaps and emerging issues include the need for guidance on ‘accelerators’ of results, addressing youth as a key priority and new approaches to partnerships with civil society and the private sector. Lessons learned include the importance of good project design, suitably capacitated decentralized offices, effective knowledge management and strategic and inclusive partnerships to achieve results.

Decisions over tenure – who gets access to land, fisheries, and forests, for how long, and under what conditions – have important implications for people’s livelihoods. Spatial planning procedures can have a considerable impact on the legitimate tenure rights of the respective rights holders and, in the long term, can affect livelihoods. This technical guide on regulated spatial planning and tenure acknowledges this link and provides guidance on the importance of recognizing legitimate tenure rights in spatial planning processes. Strengthening civic spaces in spatial planning processes focuses on the practical challenges of implementing spatial planning objectives and considering peoples’ tenure over land, fisheries, and forests. Given the focus on vulnerable and marginalized communities in the Guidelines, a human-rights based approach to spatial planning is required which sees individuals and communities as rights holders, and the state as a duty bearer that has committed to uphold human rights. Access to information, meaningful participation, accountability, and access to justice are essential elements in a human rights-based approach to spatial planning and are pivotal for spatial planning processes that are in line with the principles of the Guidelines. Therefore, the strategies presented in this technical guide seek to strengthen these elements.

The growing of crops for bioenergy has been subject to much recent criticism, as taking away land which could be used for food production or biodiversity conservation. This book challenges some commonly-held ideas about biofuels, bioenergy and energy cropping, particularly that energy crops pose an inherent threat to ecosystems, which must be mitigated. The book recognises that certain energy crops (e.g. oil palm for biodiesel) have generated sustainability concerns, but also asks the question "is there a better way?" of using energy crops to strategically enhance ecosystem functions. It draws on numerous case studies, including where energy crops have had negative outcomes as well as well as cases where energy crops have produced benefits for ecosystem health, such as soil and water protection from the cropping of willow and poplar in Europe and the use of mallee eucalypts to fight salinity in Western Australia. While exploring this central argument, the volume also provides a systematic overview of the socio-economic sustainability issues surrounding bioenergy.

This book evaluates and discusses the main sustainability challenges encountered in the production of biofuel and bio-products from oil palm biomass. It starts off with the emphasis on oil palm production, oil palm products recovery and oil palm wastes utilization. The simultaneous production of these bio-products for sustainable development is discussed. This is followed by the key factors defining the sustainability of biofuel and bio-product production from oil palm biomass. The environmental issues including ecological, life cycle assessment and environmental impact assessment of oil palm plantation, milling and refining for the production of biofuels and bio-products are presented. Socio-economic and thermodynamic analysis of the production processes are also evaluated using various sustainability assessment tools such as exergy. Lastly, methods of improving biofuel production systems for sustainable development are highlighted.

This issue of the Land Tenure Journal includes a geographically and technically diverse range of papers covering Europe, Africa, and Asia. They cover a variety of different situations where land tenure plays a key role in improving food security and reducing poverty: from land consolidation as an alternative to compulsory land acquisition in Germany; to rural land markets and land concentration in Romania; to the impact of secured land rights on crop productivity in Pakistan; to customary land associations and sustainability issues in Papua New Guinea; to addressing land conflicts in the Democratic Republic of the Congo (DRC) through a Green Negotiated Territorial Development approach.

This document has been developed to support the implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (the 'VGGT') in fisheries, focusing on the small-scale sector.

The book informs about agricultural landscapes, their features, functions and regulatory mechanisms.
