This book grew out of the experience of a European Union Thematic Network of the same title, and focuses on aspects of the complex and varying relationships between globalisation, Europeanisation and Education. The volume is divided into two parts: PART 1: Governance and the Knowledge Economy, focuses on how the discourses of a Knowledge Economy and Lifelong Learning, and an emerging functional and scalar division of the labour of educational governance became central to the development of a European Education Space. Contributors emphasise the role of the European Commission, and especially the Lisbon agenda, in this process, and considers the role of the Open Method of Coordination and the Bologna Process in the construction of the EES. A key theme linking Europeanisation to globalisation is the prominence of the discourse of competitiveness, and the role allocated to education in enhancing Europe’s ability to compete with the United States and Japan. PART TWO: Citizenship, Identity and Language, looks at the emergence of a new social model for Europe, this time from the point of view of how it relates the development of individual capacities and citizenship, and the role of intellectuals in this process. A second major theme is the place, role and choice of languages and at the impact of pressures from globalisation and Europeanisation, and national and sub-national levels, on language choice and teaching, taking into account both ‘World Englishes’ and Language Europe. Finally, globalisation becomes the central issue in an analysis of its different relationships with ‘northern’ (of which European education policy is taken as the example) and ‘southern’ paradigms of educational development.

This book discusses how the ways that young people’s educational trajectories into and beyond lower secondary education are regulated can influence their future lives. It draws on the results of empirical studies in eight European countries: Finland, France, Germany, Italy, Netherlands, Poland, Slovenia and the United Kingdom (England and Northern Ireland), carried out under the EU-funded GOETE project. The book explores the different ways that educational trajectories are – actively or passively – conceptualised, negotiated and organised in the individual countries, and the ways that these shape educational opportunities and life chances. Its central aims are to elaborate the different ways in which educational trajectories are governed in the eight countries, and to compare the differences between those approaches and their outcomes in the eight countries. It focuses on the relationships between the different (national and local) forms and outcomes of interactions between collective and individual actors, structures, institutions, mechanisms, and discourses that exert influence on education policy and practice at various levels: inter- and trans-national, nation-state, regional, local or school levels. The chapters are organised in two parts. Part One develops and discusses the conceptual framework that drove the empirical analyses of the governance of educational trajectories. Part Two discusses different ways in which the spatial/scalar, discursive and institutional dimensions of the governance of educational trajectories affect the educational experiences and life courses of the young people in the eight countries. These chapters focus on different aspects of those experiences, such as issues of access to and coping within educational settings, the role of parents and students in the processes and consequences of transitions, provision for supporting migrant students, and conceptions of the relevance of education. Overall, the comparative approach to governance adopted in the volume makes it possible to identify key sources and consequences of the similarities and differences of the approaches to, and practices of, educational transitions adopted in the eight countries.

This open access book challenges international policy ‘groupthink’ about lifelong learning. Adult learning – too long a servant of business competitiveness – should be reimagined as central to democratic society. Young adults, especially from disadvantaged backgrounds, engage more in education and training, and learn more day-to-day at work, if provision is democratically organised and based on enduring and inclusive institutional networks, and when jobs encourage and reward the acquisition of skills. Using innovative qualitative and quantitative methods, the contributors develop a critical perspective on dominant policies, investigating – across the European Union and Australia – how ‘vulnerable’ young adults experience programmes designed to improve their ‘employability’, and how ‘skills for jobs’ policies squeeze out wider – and wiser – ideas of what education and training should do. Efforts to tackle the trade impeding effects of divergent standards and regulations are at the core of European economic relations. This volume draws on literature from several disciplines to develop a comprehensive account of the regulatory strategies and institutional arrangements adopted by the EU in promoting the single market in goods. It provides a historical overview and detailed cases studies of the various policy initiatives that have altered the boundaries between the public and private sector in fostering market integration. Tackling interstate barriers to trade has relied heavily on European law to shape the framework of relations between states, and trade liberalization has been facilitated by legal rulings resolving territorial conflicts over regulatory jurisdiction and authority. The European Court of Justice has actively shaped markets, acting as a 'free trade umpire' in balancing the goals of market liberalization and market regulation while fostering market compliance. Although markets are absolutely dependent on public authority, the institutional innovation of the EU has been to use the private sector in an ancillary role to the state. By delegating responsibility to set standards for market access, the EU has chosen to draw on the resources of private actors, resulting in a system of governance that is a distinctive, hybrid model of regulation composed of state and non-state actors. Though the "outsourcing" of public sector regulatory activity was expected to be more effective than the process of regulatory harmonization, progress has been difficult. The current deficit in setting standards for European-wide market access raises concerns about the efficiency and effectiveness of such a regulatory regime. Egan provides a detailed evaluation of that process, highlighting regulatory gaps in the single market and the need to focus not only on the process of market integration, but also its outcome and impact on European business. Comparisons with American efforts to create a national market are made throughout to demonstrate the difficulties of constructing and maintaining a single market. American and European efforts to devise a uniform market for commerce and trade have involved both public and private authorities, though with different degrees of coordination and centralization, as many of the strategies undertaken by the EU echo earlier American market-building efforts.

This book analyses the transformation of European Education Policy from 1973 to 2020. In doing so, it offers a unique insight into the changes of European education from a predominantly national concern to a supranational policy framework, driven by an economic discourse concerning productivity and employability.
