This book is a study of EU conditionality and compliance during the enlargement to the Central and Eastern European candidate countries. EU conditionality for membership is widely understood as having been a driving force for Europeanization, providing incentives and sanctions for compliance or non-compliance with EU norms, such as the 'Copenhagen Criteria' and the adoption of the acquis communautaire . By taking regional policy and regionalization as a case study, this book provides a comparative analysis of the effects of conditionality on the Central and East European countries and explores the many paradoxes and weaknesses in the use of EU conditionality over time.

This book presents a new approach to studying the European Union’s regional and global relevance. It recasts into a dynamic perspective the three most significant systemic processes that define the EU as a regionalist project: its enlargement, neighborhood, and mega-regional policies. The book argues that these processes collectively demonstrate a dynamic shift of the core tenets of European regionalism from an inward-looking process of region building to an open, selective system of global interactions.

First published in 1998, this volume's approach is intended to be positive rather than normative and to identify criteria for evaluating which countries should join and the probable consequences of EU enlargement, along with the effects of temporary exclusion from the EU. It is a revised and enlarged version of a background paper first presented at the May 1997 meeting of the European University Institute Working Group on Eastern Enlargement, and published as a European University Institute working paper. Enlargement is widely considered to be the way to spread stability, prosperity and security eastward, and has been agreed to by the Union for that end. Susan Senior Nello is responsible for the economic content of this book, with Karen Smith heading the political and institutional aspects.

The enlargement of the European Union towards the East from May 2004 has generated an increase of about 100 million inhabitants in the EU population, and has especially brought along major challenges and important opportunities both for the "new" countries and for the "old" member states. Will joining the European Union help achieve prosperity, stability and democracy in Central and Eastern Europe? Europeanization as Discursive Practice adopts a poststructuralist reading of Europeanization to study the effects of EU accession in the light of political territoriality and consequent state-building processes in the EU and Central and Eastern European countries (CEECs) and the Western Balkans, from 1990-2013. Focusing on how domestic actors have framed Europe/EU norms in the debates on territorial reforms and the implications of this framing on policy reforms, it asks how competing articulations of the EU and its norms construct state territoriality in the given political and policy debates. The book argues that the European Union acted as a discursive force and a challenge to the established structures of understanding of territoriality, statehood, and power. With this, the author proposes a new research model for the study of Europeanization that goes beyond the neo-institutionalist account of the EU's policy/norm transfer to member/non-member states.
