Europeanising Party Politics

Ireland’s relationship with the European Union has been determined by the behaviour, actions and discourse of political parties. This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process. This is a detailed exploration of how national political parties have responded to the increasing relevance of European governance. The Europeanization of National Political Parties is the first empirical study to examine the effects of the European Union on the internal organizational dynamics of national political parties. It draws on the results of a major, cross-national project and is based on documentary analysis and some 150 interviews with senior party actors in six EU member states: Austria, Britain, France, Germany, Spain and Sweden. Situated in the context of the debate on Europeanization, the contributors illustrate that national political parties have been surprisingly well equipped to handle the challenges of the increasing importance of multi-level governance in Europe. Following a rigorous analytical framework, the country studies examine thirty relevant political parties and systematically address a clearly defined set of empirical questions. The volume ends with two comparative chapters that analyze the findings from a cross-national perspective and that offer theoretical insights into the problems of party government amid increasing European integration. The scope and intensity of the challenges currently faced by western European political parties is exceptionally large, threatening the viability of the manner in which they have traditionally operated and causing them to seek new behaviours and strategies. This volume brings together some of the foremost scholars of European party politics, whose evaluation of political parties in 'the new Europe' is organised under four broad headings: Parties as Corporate Actors; Parties and Society; Parties and the State and Parties Beyond the Nation State. Each contributor not only provides a concise, critical review of the theoretical and methodological 'state of the art' in respect of a specific aspect, but also reviews the latest empirical findings in that area.

This is an analysis of the changing pressures and demands placed on party systems in 11 countries in Western Europe since 1945. This book includes studies of the party system in Britain, France, Italy and Germany, as well as studies of Spain, Portugal, Ireland, Sweden, Austria, Belgium and the Netherlands. Five major themes are examined in each chapter. First, the broad development of the party system is accompanied by a discussion of how different party system typologies have been applied to each country. Secondly, a detailed discussion of the historical background to party system developments is provided, dealing with the main divisions derived from the typology of Lipset and Rokkan. Thirdly, the most important contextual variables are considered in terms of the "electoral environment" within which the party system operates. Next, consideration is given to the degree of "unfreezing" of the party system since 1945 and the changing balance between stability and change. Finally, major questions of change and adaptation are examined, updating the text.

This book is a comparative, empirically based study of party politics in contemporary Central and Eastern Europe that seeks to define the impact of European Union membership in this area. The question of Europeanization has been intensively debated over recent years, but no firm conclusion has been reached. This collection of rigorously comparative contributions directs attention to a number of key areas in the attempt to isolate cases where Europe has made a difference. Successive chapters examine how new parties are managed by the state and the ways in which parties colonize the state itself, the role of transnational cooperation and the influence pan-European parties have on national organizations. The book goes on to consider patterns of party-oriented participation in the new democracies and dimensions of electoral turnout, dimensions of inter-party competition and identification of the specific features of post-communist party politics, examination of the key case of the extreme right and the conditions under which it tends to emerge, detailed analysis of the quality of political representation in the new democratic context, and discussion of how EU constraints are likely to undermine the prospects of stable party linkages. A conclusion seeks to establish how far Europe and EU policy has succeeded in influencing Central and East European developments.

This study presents comparative analyses of the process of party governance, from formation and duration to performance. It compares both the developments in the Eastern and Western part of Europe and uses different types of methods and data are used for comparative analysis.
