"[This book] presents an overview of the most important legal developments in the field of EC and national energy law as discussed at the European Energy Law Seminar in 2003. The next section of the book deals with the development of offshore wind parks in the North Sea area. ... The third section concentrates on 'security of supply' in the stricter sense. ... The European Energy Law Reports are an initiative taken by the organisers of the European Energy Law Seminar which has been organised on an annual basis since 1989 at Noordwijk aan Zee in the Netherlands. The aim of this seminar is to present an overview of the most important legal developments in the field of International, EU and national energy and climate law. Whereas the first seminars concentrated on the developments at EC level, which were the results of the establishment of an Internal Energy Market, the focus has now gradually switched to the developments at the national level following the implementation of the EU Directives with regard to the internal electricity and gas markets. This approach can also be found in these reports. This volume includes chapters on EU Energy and Climate Law Policy and Jurisprudence, Energy and Climate Treaty Developments, Energy Infrastructure Developments: Offshore Electricity Systems and Network Investments, Heat Supply Legislation in the EUv and Security of Energy Supply and Safety.

A critical overview of European Union energy law and policy, this book takes a law-in-context approach as it examines the development of EU energy law from the 1950s to the present day. It discusses the development of EU energy law; the application of general EU law into energy; the regulation of EU energy markets; international aspects of EU energy law; and policy, sustainability, and energy regulation. Presenting an up-to-date overview of EU energy law and policy and a critical analysis of its sub-areas, the book extends the discussion from electricity and natural gas markets to other areas of energy, including oil. This holistic approach to the subject is then placed within the broader context of the international geopolitical sphere which EU energy law and policy operates, as the author considers the impact of regional and international energy policies and markets on the EU markets and the overall EU policy. He also draws on the wider context and takes into account non-legal factors such as the impact of unconventionals, the rise of the BRICS, and the 'Arab spring'. The book frames EU energy law as a topic that can provoke intellectual, political, and professional discussion about the slowly moving train of economic regulation under the typical pressures and contradictions of countries and the European Union in the global economy.

The European Energy Law Report IX presents an overview of the most important legal developments in the field of EU and national energy and climate change law, as discussed at the 24th European Energy Law Seminar in 2011. The first section of the book presents an analysis of EU case law on the second energy package, as well as a judicial interpretation of the legal limits on government intervention in energy pricing in liberalized markets. The second section focuses on transparency and design challenges in the energy and carbon markets. It examines the new EU Regulation on Wholesale Energy Market Integrity and Transparency (REMIT) and the impact it has on the upstream gas market. It then discusses the options for including end-users in carbon emissions trading schemes. The third part concentrates on energy infrastructure development in the EU. First, it discusses obstacles to infrastructure development and the European Commission's proposal to overcome them. Then, it considers potential
