Europe And Global Security

This volume addresses how and in what capacity the European Union and its member states are able to respond to fundamental shifts occurring in global politics and remain relevant for the future. The changing nature of the international system is subject to considerable contestation among scholars, with many claiming that the fundamentals of the post-war international system are being rewritten. This volume brings together prominent scholars in the field of European security to address a range of pertinent issues related to Europe’s role in the context of evolving global challenges. The first section focuses on whether the EU is an actor with a strategic nature and the means to act on a global security strategy. The second section considers the institutional dynamics and the approaches at the EU’s disposal to fulfil its possible intended global roles. The third section addresses Europe’s most important strategic relationship—the partnership it has with the United States. This section considers the recalibration of the transatlantic relationship in light of the changing international system and the reorientation of U.S. foreign policy. This book will be of much interest to students of European Union policy, European Security policy, European Foreign policy and International Relations in general.

This book studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. Multilateralism, governance and security are three concepts that have attracted a great deal of attention in the past decade and attempts to redefine them have produced lively conceptual debates. More recently, different strands of the literature have found common ground in the investigation of the EU’s role in what has been labelled ‘multilateral security governance’. Despite being frequently used, the term is yet to be fully clarified, and empirically explored. To contribute further our understanding of it, this book presents a conceptual and empirical exploration of ‘multilateral security governance’ and the EU’s role in it. Expert contributors in the field analyze both traditional and non-traditional security areas, to investigate if and how multilateral security governance functions, and how the EU contributes (or fails to contribute) to the functioning of multilateral governance. The EU and Multilateral Security Governance will be of interest to students, scholars and practitioners of EU politics, security studies and governance.

The European Security Strategy (ESS) has become an important reference framework for the EU since its inception in 2003. Without strategy an actor can only really be a ‘reactor’ to events and developments. In the ESS the EU now has a strategy, with which it has the potential of shifting boundaries and shaping the World. This volume explores this statement and examines the underlying concepts and implementation of the ESS as a judging tool of all the European Union’s external actions. Contributors, closely involved in the early debate leading up to the ESS, assess questions such as how the strategy has shaped EU policy, how it relates to existing policies but also how it has added value to these policies and whether the strategy’s objectives are sufficient to safeguard EU interests or whether they should be reviewed and added too. The outline of the strategy itself is followed; addressing its historical and conceptual context, the threat assessment, the multilateral and regional policies of the EU, its military capabilities and its strategic partnerships. This book offers a comprehensive vision of how the EU can achieve the ambitious objectives of the European Security Strategy and become an effective global actor as the strategy helps to forge a global Europe. The EU and the European Security Strategy will be of great interest to students and researchers of European politics and security studies.

This book studies how domestic contestation influences the security policy of small states within the European Union (EU) and North Atlantic Treaty Organization (NATO). A multinational group of expert contributors consider how domestic contestation is translated into small states’ foreign policies, how membership of international organisations alters attitudes to security policy in small states and how patterns of small states’ behaviour across domestic traditions, security cultures and geographical location can be identified. Anchored in new institutionalism, the book explores the influence of international organisations on security policies and the tensions created by connecting four strands of literature, on Europeanisation, on the impact of and on institutions, on the way foreign and security policy is made, and the security/strategic culture of small states. It will be of interest to all scholars and students of international relations, security studies, EU studies, area studies and politics.

In the twenty-first century, the European Union is confronted by myriad security problems that demand concerted action and cooperation. As a negotiating power, it seeks to persuade Iran to forswear a nuclear weapons programme. As a crisis manager it seeks to contribute to global peace and stability through civilian and military operations. Closer to home, it is wrestling with questions about membership enlargement, large-scale migration and terrorist threats to the security of its populations and infrastructure. European governments, already under financial strain from ageing workforces and welfare systems, face ever more difficult choices about budget cuts in security and defence after the near-collapse of the global banking system. Will it be possible to enhance cooperation between member states? How can the EU complete its transition from a security actor with great potential to a player that credibly aligns available policy instruments and resources? These and other issues about the very nature and identity of the Union are explored in this Adelphi. From the need to establish its hard-power credentials, overcome its reluctance to demonstrate them against non-compliant states, and leverage its relationships with other great powers, to attempts to break its dependence on Russian energy, it is clear the EU has its work cut out. But, by affirming its commitment to multilateralism and defining a careful balance between closer cooperation and the national security concerns of EU member states, this book suggests, the European Union can build on its status as a global security power in the making.

Does the EU matter in international security? The authors identify and explain the drivers of and brakes to EU foreign security action, offer methods of assessment to ascertain influence, and conclude that the union has become a niche international security provider that has in turn strengthened EU foreign policy.

This book explains what ‘small’ states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. Key policy challenges for small states are examined and applied in the regional case studies. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. Although many of the states covered are European, the study also includes African, Caribbean and Asian small states. Their particular interest and relevance is outlined, as is the connection between their security challenges and their smallness. Policy lessons for other states are then sought. The book is the first in-depth, multi-continent study of security as an aspect of small state governance today. It is novel in placing the security dilemmas of small states in the context of wider ideas on international and institutional change, and in dealing with non-European states and regions.

Through empirical analysis, consisting of five detailed case studies, including the CFSP and JHA frameworks, this book fills a distinct gap in the scholarship on European security and policy-making. As such, this book constitutes an important and original input in the debate on European security after the ratification of the Lisbon Treaty.

This book discusses some of the strategic lines in front of the trends related to the new challenges of global security in this new century: some rather universal problems (migration, terrorism, cyberspace, conflict resolutions techniques in prisons, economic intelligence), as well as more military ones (new conflicts: new world stage, new weapons, new military doctrines, mass destruction weapons and nuclear arms control, outer space and ocean depths), without forgetting some global and conceptual topics (disintegration is driving insecurity, searching for quality in international affairs, shield of security culture through data protection, information society and the protective influence of security culture). A special focus is put on Europe's interests. The unique, complex process of integration of European states is confronted by various problems caused by the implementation of different political visions presented by the factions of the European Union's establishment. The diverse interpretation of the goals and paths of development of this organization leads to the violation of its cohesion, which is used by global partners with the opportunity to broaden their influence and achieve their own goals by playing European countries individually. There is a need for the EU to go further to achieve a deeper level of integration and strategic autonomy which would allow for the implementation of a coherent policy towards the powers.

In December 2003 the EU adopted the European Security Strategy, the first ever common strategic vision of the Member States. This volume examines how the Strategy can form the basis of a comprehensive approach that integrates all dimensions of EU external action, from aid and trade to defence, under the same agenda of 'effective multilateralism' or global governance. This agenda can be translated into the core public goods to which every individual on earth is entitled; promoting access to these global public goods can be the essence of a distinctive European approach emphasizing long-term stabilization and conflict prevention. On that basis, the Strategy can be a global agenda for positive power - global because of its worldwide scope and comprehensive nature - for an EU with effective power to achieve positive objectives. The book will appeal to audiences interested in the EU as an international actor, foreign policy, security and defence, development and trade. It is also suitable for policy makers in the EU institutions and the Member States.
