This book represents the first ever comprehensive study of the EU’s foreign and security policy in Bosnia. Drawing on a wealth of fresh empirical material, it demonstrates that institutions are a key variable in explaining levels of common foreign security policy (CFSP) coherence and effectiveness over time. In doing so, it also sheds new light on the role that intergovernmental, bureaucratic and local political contestation have played in the formulation and implementation of a European foreign policy. The study concludes that the EU’s involvement in Bosnia has not only had a significant impact on this Balkan country in its path from stabilisation to integration, but has also transformed the EU, its foreign and security policy and shaped the development of the EU’s international identity along the way. The book will be of great interest to researchers and students of EU politics, International Relations and Bosnian politics.

This book is the first to provide a comprehensive and systematic analysis of the foreign policy of Bosnia and Herzegovina, a post-conflict country with an active agency in international affairs. Bridging academic and policy debates, the book summarizes and further examines the first twenty-five years of BiH’s foreign policy following the country’s independence from Yugoslavia in 1992. Topics covered include conflict and post-conflict periods, Euro-Atlantic integration, political affairs on both local and regional levels, integration with a variety of international organizations and actors, neighboring states, bilateral relations with relevant other states including the United States, Russia, selected EU countries, and Turkey, as well as BiH’s diaspora. The book highlights that despite their apparent weakness, post-conflict states have agency to carry out foreign policy goals and engage with the international sphere, including in geopolitics, and thus provides a novel insight into weak states and their role in international politics.

This book outlines the main security threats, actors, and processes in the Western Balkans following the dissolution of Yugoslavia. Exploring the state of peace and security in the region it asks if a stable peace is achievable. The comparative framework explores state perspectives – from Serbia, Montenegro, Northern Macedonia, Bosnia and Herzegovina, Albania, and Kosovo – alongside military, political-societal, economic, and environmental security concerns. The interplay of international actors is also considered. This book critically examines the process of statebuilding by the EU, focusing on its attempts to build Member States in the Western Balkan region. This book analyses the European Union's policies towards, and the impact they have, upon the states of the Western Balkans, and assesses how these affect the nature of EU foreign policy. To this end, it focuses on the tools and mechanisms that the EU employs in its enlargement policy and examines the new instruments of direct intervention (in Bosnia and Kosovo), political coercion (in the case of Croatia and Serbia in relation to the International Criminal Tribunal for the former Yugoslavia), and stricter conditionality in the Western Balkan countries. The book discusses the key aim of this special form of statebuilding, which is to establish functional liberal-democratic states in Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia in order for them to join the EU and to cope with the responsibilities and pressures of membership in the future. However, the authors argue that while the EU sees itself as an international actor that promotes and protects liberal-democratic values, norms and principles, its experiences in the Western Balkans demonstrate how the EU ́s actions in the region have undermined the basic principles of democratic decision-making (such as the European support for impositions in Bosnia) and international law (Kosovo), and have consequently contributed to new tensions (see police reform in Bosnia, and the tensions between Kosovo and Serbia) and dependencies. This book will be of much interest to students of statebuilding, EU politics, global governance and IR/Security Studies in general.

What are its intentions and goals, how is it situated in the framework of the European Union? How can decisions be made in that context and what influences the outcome of this process? Attempts of explanation will be made, although it is expected that the reader has sufficient knowledge about the history of european cooperation on the fields of foreign and security issues, as this research will start with the foundation of the CFSP in the Treaty on the European Union of Maastricht 1992/93. After investigation of the abilities and concepts of the CFSP the case of Serbia and Montenegro shall be put into focus. What has happened in the region paralell to the development of the CFSP in the decade of 1990 – 2000, affecting this new state. What sort of engagement was imposed by the European Union? Did it have adequate success or was it an overall failure to try and would have been better to leave this matter to the United States “South Eastern European Cooperative Initiative” (SECI)? What was achieved through the Belgrade Agreement of March 2002, a real solution or a sort of ceasefire between the parties? Concluding the two research questions and presenting three different but in fact not so different views on the development of engangement of the European Union in southeastern europe shall then lead into a conclusion dealing with the question wether or not the CFSP and its initiatives can be a tool to improve the position of the EU in the world context and as a regional actor.

Does the EU matter in international security? The authors identify and explain the drivers of and brakes to EU foreign security action, offer methods of assessment to ascertain influence, and conclude that the union has become a niche international security provider that has in turn strengthened EU foreign policy.

EU Foreign Policy Beyond the Nation-State analyses how the 'three pillar' structure of the European Union influences decisions in the Common Foreign and Security Policy (CFSP). The authors criticise traditional models of foreign policy analysis and go beyond existing state-centric approaches. They employ three case studies - Bosnia, Chechnya and former Yugoslavia/MOSTAR - to test the quality and the type of decisions taken in foreign policy beyond the nation-state.
