Some of the more difficult environmental problems facing the Department of Defense (DOD) include (1) chemical weapons destruction, (2) explosive waste remediation, and (3) unexploded ordnance clearance and extraction. It is conceivable that $50 to $100 billion will be spent by DOD for these three programs, offering unusual opportunities for environmental engineering and related firms. Military installations are similar to small cities in terms of population, industrial activities, and some types of contaminated sites. However, some cover an area larger than a small state. DOD has operated industrial facilities on its installations for several decades that have generated, stored, recycled, or disposed of hazardous wastes. Many of these activities have contaminated the nearby soil and groundwater. To study and clean up contaminated sites, DOD established the Installation Restoration Program (IRP) in 1975. In 1984, the IRP was made part of the Defense Environmental Restoration Program. The Secretary of Defense delegated cleanup responsibility to the Army, Navy, the Air Force, and the Defense Logistics Agency (DLA). Cleanup actions are usually accomplished under contract with private firms, which are monitored by the services. Most cleanup actions are funded through the Defense Environmental Restoration Account (DERA) and the Base Realignment and Closure Account. Congress established DERA in 1984 to fund the cleanup of inactive contaminated sites on DOD installations. The technology to clean up the conventional hazardous wastes on DOD sites are the same as those utilized for industrial sites, and well-documented by this publisher. However, there are three DOD programs that require the utilization of somewhat unusual or different technologies that have not been as well documented. These three programs are: 1. Chemical weapons destruction 2. Remediation of explosives contaminated soils and lagoons 3. Unexploded ordnance detection, clearance, and extraction This book discusses the current and potential treatment technologies involved in these three programs.

Natural attenuation as a remedial alternative may be appropriate where natural processes are sufficient to protect receptors of concern. The objectives of this project were to demonstrate natural attenuation of explosives at an Army site, optimize groundwater-monitoring procedures to generate reliable trends in explosives concentrations over time, evaluate the significance of site capacity on the ultimate fate and transport at the site, apply biomarkers as monitoring tools, use models for contaminant plume definition and predictions of future contaminant extent, and develop a protocol for selection and implementation of monitored natural attenuation of explosives. The field demonstration was conducted at the Louisiana Army Ammunition Plant and validated at Joliet Army Ammunition Plant. The demonstration included groundwater monitoring and modeling, a cone penetrometry sampling event to characterize site lithology and to obtain sample material for other parts of the study. Results confirmed a declining mass of explosives in groundwater over 2 years. The groundwater model predicted a shrinking plume over 20 years. Costs for monitored natural attenuation were significantly less than costs for pump-and-treat remediation and somewhat less than costs of in situ bioremediation with intervention. Results demonstrated that natural attenuation is a viable option that should be among the options considered for remediation of explosives-contaminated sites.

At hundreds of thousands of commercial, industrial, and military sites across the country, subsurface materials including groundwater are contaminated with chemical waste. The last decade has seen growing interest in using aggressive source remediation technologies to remove contaminants from the subsurface, but there is limited understanding of (1) the effectiveness of these technologies and (2) the overall effect of mass removal on groundwater quality. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. This book covers a broad group of wastes, from biowaste to hazardous waste, but primarily the largest (by mass and volume) group of wastes that are not hazardous, but also are not inert, and are problematic for three major reasons: (1) they are difficult to manage because of their volume: usually they are used in civil engineering as a common fill etc., where they are exposed to environmental conditions almost the same way as at disposal sites; (2) they are not geochemically stable and in the different periods of environmental exposure undergo transformations that might add hazardous properties to the material that are not displayed when it is freshly generated; (3) many designers and researchers in different countries involved in waste management are often not aware of time-delayed adverse environmental impact of some large-volume waste, and also do not consider some positive properties that may extend the area of their environmentally beneficial application.
