Enhancing Local Democracy

The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

When pundits refer to the death of community, they are speaking of a number of social ills, which include, but are not limited to, the general increase in isolation and cynicism of our citizens, widespread concerns about declining political participation and membership in civic organizations, and periodic outbursts of small town violence. Making a Place for Community argues that this death of community is being caused by contemporary policies that, if not changed, will continue to foster the decline of community. Increased capital flow between nations is not at the root of the problem, however, increased capital flow within our nation is. Small towns shouldn't have to hope for a prison to open nearby and downtown centers shouldn't sit empty as suburban sparwl encroaches, but they do and it's a result of widely agreed upon public policies.

Austerity has left local government struggling to meet the demands for local services. In this context, this book asks ‘what are the fundamental principles that should guide decision-making by local councillors and officers?’ It seeks to move the agenda from ‘what works?’ to ‘what should local government do?’ and ‘how will its policies impact on social justice and local democracy?'. Reclaiming local democracy examines the politics of human need and argues that local government should provide a voice for those that lack power. It avoids the dry, familiar debate about what structures and powers local government should have, instead seeking to energise all concerned to re-engage with a political and ethical approach. It rejects the many pessimistic accounts that seek to dominate our political discourse with their talk of political apathy, community breakdown and selfish individualism The book focuses on local democratic politics in Britain over the last decade and a half, from the election of the New Labour government right up to the current Conservative/Liberal Democrat coalition government. It includes an analysis of local democracy, civic engagement and participation across a range of policy areas and in the context of debates around accountability, legitimacy, sustainability, localism and the 'big society'. Drawing on a wide range of examples, it argues that local democracy is a vibrant terrain of innovation, civic engagement and participation, and dynamic community activity, with a wide variety of informal and formal activity taking place.
