Energy Choices In Russia

For a long time Russia’s position as a key global energy player has enhanced Moscow’s international economic and political influence whilst causing concern amongst other states fearful of becoming too dependent on Russia as an energy supplier. The Global Financial Crisis shook this established image of Russia as an indispensable energy superpower, immune to negative external influences and revealed the full extent of Russia’s dependence on oil and gas for economic and political influence. This led to calls from within the country for a new approach where energy resources were no longer regarded wholly as an asset, but also a potential curse resulting in an over reliance on one sector thwarting modernization of the economy and the country as a whole. In this fascinating and timely volume leading Russian and Western scholars examine various aspects of Russian energy policy and the opportunities and constraints that influence the choices made by the country’s energy decision makers. Contributors focus on Russia’s energy relations with the rest of the world alongside internal debates about the need for diversification and modernisation in a changing economy, country and world system where overdependence on energy commodities has become a key concern for customer and supplier alike.

Of the 14 republics that make up the Near Abroad, only three - Kazakhstan, Turkmenistan and Azerbaijan - are rich in oil and natural gas. The others have been almost completely dependent on Russia for their fuel, and Russia, with its own energy problems has been cutting back deliveries. Other suppliers may have to be secured, but at what price? At the same time, the republics with oil and gas resources are challenged to develop them in a timely and responsible fashion. Success will move them into the world of developed nations; failure will bring economic stagnation and political grief. This study explores the energy choices each republic will face, the likely responses and anticipated results.

The world is currently undergoing an historic energy transition, driven by increasingly stringent decarbonisation policies and rapid advances in low-carbon technologies. The large-scale shift to low-carbon energy is disrupting the global energy system, impacting whole economies, and changing the political dynamics within and between countries. This open access book, written by leading energy scholars, examines the economic and geopolitical implications of the global energy transition, from both regional and thematic perspectives. Given Australia’s lack of energy security strategy, it is not surprising that the country is void of institutional knowledge and know-how of Russian foreign energy strategy. The ‘lucky country’ as it were, relies entirely on sea-lines of communication to the north to supply fuel and to export Australian coal and natural gas. Australia has entered the 2020s as the world’s largest liquefied natural gas (LNG) exporter; however, maintaining complacency in Canberra’s current export activities will ultimately lead to a long-term security crisis. This book critically examines Russian energy strategy in the Asia-Pacific, with a view to determining the security implications for Australia. Russia is important for global energy security chains because of its vast resource wealth and its geographical position – a pivotal position to supply both the European and Asian markets. Australia has no such luxury, geographically constrained as an island continent; it relies on the nearby Asia-Pacific import market to demand our energy and to facilitate the delivery of our national oil supplies. Understanding Russian foreign energy strategy in the region is crucial given the growing energy requirements in Australia’s emerging Asia-Pacific arena.

This book explores the timely topic of energy security and international relations between the European Union and the Russian Federation. Russia’s use of its vast energy resources for leverage against post-Soviet states such as Ukraine is widely recognized as a threat. The Russian Federation has set out to increase and diversify its use of renewables, particularly for power generation. Under current plans and policies, renewables would reach nearly 5% of total final energy consumption by 2030. Accelerated deployment, however, could boost Russia's renewable energy share to more than 11% in the same timeframe, according to this REmap working paper from the International Renewable Energy Agency (IRENA)Achieving this potential calls for cumulative investments of USD 300 billion in renewable energy up to 2030, or on average USD 15 billion per year between 2010 and 2030. When externalities related to human health and climate change are taken into account, these investments in renewables could ultimately save up to USD 11 billion per year.Yet certain areas require further attention. These include long-term planning, integration of renewables with existing plans, opening the way for solar PV and wind development, and ensuring reliable and affordable bioenergy supplies.Hydropower - representing about a fifth of Russian power generation capacity - is currently the most prominent renewable source, along with bioenergy for heating in buildings and industry. By end of 2015, total installed renewable power generation capacity reached 53.5 gigawatts (GW) of which 51.5 GW came from hydropower., and the remainder 2 GW from bioenergy, wind, solar PV and geothermal.The country analysis forms part of REmap, IRENA's global roadmap to double renewables in the global energy mix.
