Enabling The Digital Green Transition A Study Of Potentials Challenges And Strengths In The Nordic Baltic Region

Available online: https://pub.norden.org/nord2021-044/ This study performed by the think tank Mandag Morgen and funded by the Nordic Council of Ministers examines the digital green transition in the Nordic-Baltic region. The study consists of three main parts. The first part maps the current policy initiatives relating to the digital green transition in the countries. The second part analyses positions of strength within the Nordic-Baltic region in relation to the EU and the world. The third part presents 10 recommendations for policy initiatives to accelerate the digital green transition in the Nordic-Baltic countries.

Climate change is unfolding amid the greatest information and communication revolution in human history. From e-commerce and social media to smart manufacturing and precision farming, digital technologies have become prevalent in all aspects of economic and social life. Digital technologies also have the potential to shape climate change action. Green digital transformation can help countries adapt e¬ffectively to the impacts of climate change and create greener growth pathways. Doing this means combining a focus on digital transformation and inclusion with a strategic and sustainable use of digital technologies to address climate change. Green Digital Transformation: How to Sustainably Close the Digital Divide and Harness Digital Tools for Climate Action illuminates the channels through which digital technologies intersect with climate change, and it proposes a path to low-emissions applications of digital technologies to help countries mitigate and adapt to climate change.

It has to be top of mind to leave no one behind, by thinking inclusiveness in to every part of the digital transformation of our societies. Through cooperation, knowledge gathering, monitoring and policy actions on digital inclusion it is possible to drive a sustainable and inclusive digital transformation forward. The study provides a knowledge-based foundation for potential common Nordic-Baltic actions on digital inclusion. It is structured by four thematic areas: Defining digital inclusion, Monitoring digital inclusion, Snapshot of digital inclusion, and Nordic-Baltic added value. The study is performed by the consortium Digital Europe and funded by the Nordic Council of Ministers (MR DIGITAL).

However, the fast-paced technological developments in the public sector have not only provided new opportunities, but has also led to higher expectations in relation to the quality of public services. Consequently, there is a need for public authorities to procure and implement new technological solutions across complex public organisations. This publication presents a mapping of the current state of GovTech in the Nordic-Baltic region and examines the associated challenges and opportunities. Finally, the report proposes five recommendations to accelerate the use of GovTech in the region.

This technical analysis for the Nordic Green to Scale for countries report was commissioned to Stockholm Environment Institute (SEI) Tallinn Centre. The project zooms in on two regions: the Baltic States, Poland and Ukraine in Europe; and Kenya and Ethiopia in East Africa. This report presents the emission reduction potential of 10 selected solutions for the European target countries. The study highlights the costs, savings and co-benefits of implementing the solutions as well as makes policy recommendations for capturing the potential. The project was carried out by the Finnish Innovation Fund Sitra, together with its partners CICERO, CONCITO and Institute of Sustainability Studies at the University of Iceland. The technical analysis was produced by the Stockholm Environment Institute Tallinn Centre. The project is part of the Nordic Council of Ministers' Prime Ministers’ Initiative.

Available online: https://pub.norden.org/temanord2023-542/ The Handbook of cross-border data exchange is part of the project ‘World’s smoothest cross-border mobility and daily life through digitalisation’, with a broader objective of streamlining the daily life and mobility of citizens and companies across borders by facilitating the exchange of data between authorities in the Nordic and Baltic countries. The handbook is collects the lessons learned in cross-border data exchange in the fields of studying and using healthservices in another Nordic and Baltic country, and in the use of Nordic and Baltic legal databases. The aim is to provide the reader with insights and ideas for future development by pinpointing identified networks, interesting initiatives, and potential funding mechanisms, as well as highlighting case examples that could be utilised in the development of cross-border collaboration.

Available online: https://pub.norden.org/temanord2024-503/ In this report leading researchers within law and digitalisation from Norway, Sweden, Finland, Latvia, Estonia, Lithuania, and Denmark present the fundamental characteristics of the digitalization of their national public administrations from a legal perspective. An important conclusion of the DigiLaw project is that the Nordic-Baltic countries possess different specialised expertise and experiences when it comes to public digitalisation, and from different angles and at various levels, all researchers recommend strengthening the Nordic-Baltic cooperation when it comes to sharing experiences and handling challenges related to public digitalization.
