Education and Training for the Oil and Gas Industry: Localising Oil and Gas Operations, Volume Four in the Getenergy series will set out the case for localising the oil and gas operations within hydrocarbon-producing countries. The focus of this final Volume in the series will be to explore the value of engaging with local suppliers, local talent and other local stakeholders in the exploration and production of oil and gas resources. Specifically, we will set out an agenda around which operators and service companies can coalesce and that highlights the ways in which smart, targeted investments in education, training and local infrastructure can create a new way of doing business, particularly in developing or emerging energy economies. A number of countries have recently discovered and are developing oil and gas reserves. Policy makers in such countries are anxious to obtain the greatest benefits for their economies from the extraction of these exhaustible resources by designing appropriate policies to achieve desired goals. One important theme of such policies is the so-called local content created by the sector—the extent to which the output of the extractive industry sector generates further benefits to the economy beyond the direct contribution of its value-added, through its links to other sectors. This paper provides a detailed description of the policy context, objectives, implementation tools, and metrics used in a select group of petroleum-producing countries, including Angola, Brazil, Indonesia, Kazakhstan, Malaysia, and Trinidad and Tobago. Oil and gas companies are continually upgrading drilling and production facilities in response to safety, regulatory, and technology advances, causing the amount of data that an operator must interpret in order to optimize a facility’s production to increase exponentially. Trained employees are at premium demand in the field, and companies are willing to pay for skills. This book describes my lengthy- and highly successful- career as an educational and training consultant. It is the companion volume to Vic Baxter's book on 'Innovative "High Kai" Consulting', the first two elements of the 'Baxter/Ellington quartet' of books on 'effective consultancy'. These are accompanied by two much-longer volumes, each providing 25 detailed case studies on major consultancy projects that we have carried out over the years. We could have written many more! It begins by outlining my general approach to consultancy, and then looks at the main areas of which I have worked as a consultant for the last five decades. The book ends by identifying the four main reasons why I was able to do so well as a consultant. I hope that it will encourage other academics to try to do the same, and will also provide a few useful guidelines for consultants of all types. I hope you enjoy reading it; I certainly enjoyed writing it!
