East European Transition And Eu Enlargement

In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes. The seminar, East European Transition and EU Enlargement: a Quantitative Approach organised by Macroeconomic and Financial Data Centre (University of Gdansk and University ofLeicester) took place in Gdansk in June 2001. Our edited volume contains papers developed from this seminar.

Europe's economic and political landscape is changing dramatically. The demise of the socialist CMEA and the USSR has allowed eastern European economies to open up and caused Russia/the CIS to engage in a series of difficult reforms which have been supported by the G-7 and the International Monetary Fund plus the World Bank on the one hand, and, on the other hand, by the EU and the EBRD. While some of the (early) Visegrad countries apparently were rather successful in their transition attempt, systemic transition approaches in other countries - Romania and Bulgaria - and, above all, in Russia largely were a failure. Economic hardship, social unrest, political radicalization and the international spreading of criminal activities can be identified as problems from the failure of Russia's first transition attempt. This book deals - from an international perspective - with the postsocialist countries in Europe, i. e. there is a focus on eastern enlargement and on Russia on the one hand, on the other hand the topic is which international influences and effects will emerge from EU enlargement and the Russian transition. While chapter A exclusively deals with major problems of eastern enlargement and the policy options for dealing with this difficult problem, chapter B is devoted to the Russian transformation crisis. There the analysis has a focus on Russia in its own right but also on the potential negative spillovers of a Russian transformation disaster which could occur in the late 1990s.

The book contains a selection of papers written by scholars from both Western and Eastern Europe on various aspects of enlarging the European Union by incorporating Central and Eastern European countries. The papers cover a wide spectrum of relevant issues, including growth and convergence, agriculture, money and finance, wages, prices, unemployment and capital and labour mobility. This is the first volume to focus on a quantitative (mainly econometric) approach to the problem of EU enlargement. Techniques applied include: continuous-time convergence modelling, structural vector-autoregressive models, macroeconomic forecasts comparison, Markov and ARCH processes. The text will be highly useful for those interested in Central and Eastern European economics as well as other readers who wish to deepen their knowledge on the problems of the EU enlargement.

With the harmonization of the EU economies, and issues of EU enlargement and integration with Europe's transition economies topping the political agenda, the economic geography of Europe is being recast. This important volume analyses the spatial implications of the integration-transition process, and examines key issues such as north-south and east-west divides, regional cooperation and cross-border dynamics.

The enlargement of the European Union towards the East from May 2004 has generated an increase of about 100 million inhabitants in the EU population, and has especially brought along major challenges and important opportunities both for the "new" countries and for the "old" member states. That is the main focus of this volume, which is divided into three sections. The speed of convergence of significant groups of low- and medium-income countries has never been as fast globally as it is today. Contributions by lead researchers of the area explore whether these countries are converging faster than their fundamentals and global trends would suggest because of EU membership, with its much tighter institutional and political anchorage

This book is a study of EU conditionality and compliance during the enlargement to the Central and Eastern European candidate countries. EU conditionality for membership is widely understood as having been a driving force for Europeanization, providing incentives and sanctions for compliance or non-compliance with EU norms, such as the 'Copenhagen Criteria' and the adoption of the acquis communautaire . By taking regional policy and regionalization as a case study, this book provides a comparative analysis of the effects of conditionality on the Central and East European countries and explores the many paradoxes and weaknesses in the use of EU conditionality over time.

What will joining the EU mean for the new Eastern member states and their economies? This book offers a detailed study of the macroeconomic and structural adjustment burden. It envisages a real currency appreciation stemming from price convergence, capital inflows and weak structural change. The widespread belief that an Eastern enlargement of the Union would be overwhelmingly to the detriment of the present EU (budgetary costs, locational decisions, trade deficits) is rejected. The authors discuss the lack of competitiveness of Eastern countries and their need for structural adjustments (in the financial sector, in agriculture, and in manufacturing) in order for them to survive and thrive in their new economic environment.
