Dynamic Peace

Shantideva All beings desire to be happy and at peace. Yet, the way we go about our daily lives often takes us further away from the very thing we want. Peace cannot be acquired through external sources. It lies within. The journey to inner peace begins on the meditator's seat where one returns again and again to reconnect with the present moment. In so doing, conscious awareness expands and we recognize our limiting thoughts, feelings and beliefs as the very obstacles to inner peace. At the same time, life is never static. We all experience moments of profound highs and deep lows. Therefore, we must also view inner peace as a dynamic state that evolves and transforms as life unfolds. In each moment, as we learn to be open and accepting of whatever life offers, our state of inner peace expands. Living in peace and joy is possible in spite of the intensity of life. The human race has often put a high value on struggle, strife, turmoil, and excitement. Peace has been regarded as a utopian, unattainable, perhaps dull ideal or as some random element over which we have no control. However, the desperate necessities of the nuclear age have forced us to take peace seriously as an object of both personal and national policy. Stable Peace attempts to answer the question, If we had a policy for peace, what would it look like? A policy for peace aims to speed up the historically slow, painful, but persistent transition from a state of continual war and turmoil to one of continual peace. In a stable peace, the war-peace system is tipped firmly toward peace and away from the cycle of folly, illusion, and ill will that leads to war. Boulding proposes a number of modest, easily attainable, eminently reasonable policies directed toward this goal. His recommendations include the removal of national boundaries from political agendas, the encouragement of reciprocal acts of good will between potential enemies, the exploration of the theory and practice of nonviolence, the development of governmental and nongovernmental organizations to promote peace, and the development of research in the whole area of peace and conflict management. Written in straightforward, lucid prose, Stable Peace will be of importance to politicians, policy makers, economists, diplomats, all concerned citizens, and all those interested in international relations and the resolution of conflict.

Conflict is inherent in virtually every aspect of human relations, from sport to parliamentary democracy, from fashion in the arts to paradigmatic challenges in the sciences, and from economic activity to intimate relationships. Yet, it can become among the most serious social problems humans face when it loses its constructive features and becomes protracted over time with no obvious means of resolution. This book addresses the subject of intractable social conflict from a new vantage point. Here, these types of conflict represent self-organizing phenomena, emerging quite naturally from the ongoing dynamics in human interaction at any scale—from the interpersonal to the international. Using the universal language and computational framework of nonlinear dynamical systems theory in combination with recent insights from social psychology, intractable conflict is understood as a system locked in special attractor states that constrain the thoughts and actions of the parties to the conflict. The emergence and maintenance of attractors for conflict can be described by means of formal models that incorporate the results of computer simulations, experiments, field research, and archival analyses. Multi-disciplinary research reflecting these approaches provides encouraging support for the dynamical systems perspective. Importantly, this text presents new views on conflict resolution. In contrast to traditional approaches that tend to focus on basic, short-lived cause-effect relations, the dynamical perspective emphasizes the temporal patterns and potential for emergence in destructive relations. Attractor deconstruction entails restoring complexity to a conflict scenario by isolating elements or changing the feedback loops among them. The creation of a latent attractor trades on the tendency toward multi-stability in dynamical systems and entails the consolidation of incongruent (positive) elements into a coherent structure. In the bifurcation scenario, factors are identified that can change the number and types of attractors in a conflict scenario. The implementation of these strategies may hold the key to unlocking intractable conflict, creating the potential for constructive social relations.

The current, if uneasy, harmony that exists among the great powers was fostered by the collapse of communism as a militant ideology, by the emergence of economics as a primary emphasis of governments, by nuclear weapons, which made war exceedingly dangerous, and by the spread of democracy. Democratic great powers favor the tranquility of the post-Cold War era and they are unlikely to seek dramatic change. One development that could change the status quo is European political unity, which would almost inevitably exclude Russia; however, such unity is unlikely in the near term. Russia and China, the great powers that are not fully or irrevocably democracies, are the great post-Cold War question marks. Political uncertainty and the continuing vibrancy of nationalism, combined with irredentist claims, mean that the need to rally political support at home can lead to assertive international rhetoric and action. Conflicts within and between peripheral states are the source of most turbulence in today's world. Most of these conflicts have little real importance to the great powers. However, nuclear proliferation among peripheral states is a source of instability the great powers cannot overlook.

Johan Galtung, one of the founders of modern peace studies, provides a wide-ranging panorama of the ideas, theories and assumptions on which the study of peace is based.
