Differential Undercounts In The Us Census

This open access book describes the differences in US census coverage, also referred to as “differential undercount”, by showing which groups have the highest net undercounts and which groups have the greatest undercount differentials, and discusses why such undercounts occur. In addition to focusing on measuring census coverage for several demographic characteristics, including age, gender, race, Hispanic origin status, and tenure, it also considers several of the main hard-to-count populations, such as immigrants, the homeless, the LBGT community, children in foster care, and the disabled. However, given the dearth of accurate undercount data for these groups, they are covered less comprehensively than those demographic groups for which there is reliable undercount data from the Census Bureau. This book is of interest to demographers, statisticians, survey methodologists, and all those interested in census coverage.

In dispute is the proposed census sampling technique for addressing the problem of undercount. Media reports often suggest that experts share a consensus that sampling would heighten the accuracy of the census. This text presents a scientific case against the proposed procedure.

To achieve its principal goals of reducing the differential undercount and containing costs, the Census Bureau is committed to using new methods to take the 2000 Census. One way is to target hard-to-count areas in advance of the census, where special enumeration and outreach tools will be used (such as blitz enumeration, use of local facilitators, assistance centers in large multi-unit buildings, mailout of Spanish questionnaires). The hard-to-count areas need to be defined for small geographic units (e.g., tracts, block groups) - a level which gives the field staff flexibility to use specific tools tailored to meet the characteristics of the population.

This book covers several dimensions of the undercount of young children in the U.S. Decennial Census, examines the data from the 2010 U.S. Decennial Census in detail and looks at trends in the undercount of children over time. Other aspects included are the geographic distribution of the net undercount and an exploration for some of the potential explanations for the high net undercount of children. The number of young children in the US is growing, but almost one million young children (under age 5) were missed in the 2010 U.S. Decennial Census. The net undercount of young children has been higher than any other age group for the past several decades and is increasing rapidly, but little attention has been paid to the issue but demographers or the public.

This volume examines the Census Bureau's program of research and development of the 2000 census, focusing particularly on the design of the 1995 census tests. The tests in 1995 should serve as a prime source of information about the effectiveness and cost of alternative census design components. The authors concentrate on those aspects of census methodology that have the greatest impact on two chief objectives of census redesign: reducing differential undercount and controlling costs. Primary attention is given to processes for data collection, the quality of population coverage and public response, and the use of sampling and statistical estimation.

In 1982 the Census Bureau requested the Committee on National Statistics to establish a panel to suggest research and experiments, to recommend improved methods, and to guide the Census Bureau on technical problems in appraising contending methods with regard to the conduct of the decennial census. In response, the panel produced an interim report that focused on recommendations for improvements in census methodology that warranted early investigation and testing. This report updates and expands the ideas and conclusions about decennial census methodology.

It covers why the Census is the only statistical activity required by the US Constitution, the challenges of working towards an accurate and complete count, and what political ramifications flow from this process.
