Developments In The Australian Private Security Industry

Police necessarily retain the major role in enforcing the law after crimes have been committed and offenders have been apprehended. However, given that public sector policing draws heavily on equipment and personnel services supplied by private providers, and that public police officers have many offenders handed over to them by the private sector, private security could be considered 'the primary protective resource' (Pastor 2003, p. 44). Despite this, there is very little information publicly available on the range, size and scope of security industries in Australia and there is no comprehensive study of the growth of these industries, the functions of their different components, how they relate to each other and the effectiveness of different regulatory strategies.This paper reports on current aspects of the security industry in Australia as part of a wider study of these issues more generally.

This interdisciplinary collection places corporate security in a theoretical and international context. Arguing that corporate security is becoming the primary form of security in the twenty-first century, it explores a range of issues including regulation, accountability, militarization, strategies of securitization and practitioner techniques.

It is widely acknowledged that the size of the security industry has increased in virtually every country around the world, often eclipsing conventional police forces in personnel numbers and expenditures. Security providers differ from law enforcement officers in many ways, yet the nature of their crime reduction activities brings them into frequent contact with citizens, drawing to the forefront issues of training, professionalism and accountability. Unlike police officers, whose training and licensing standards are well established, regulations for security providers are often minimalist or entirely absent. Corporate security is a form of regulation that involves centralized management of access control, physical security, personnel security, and information security inside an organization. For all the research on public policing, national security, and private contract security in sociology, criminology, and related disciplines, little scholarly attention has been paid to corporate security. Increasingly, corporate security is playing an important role in municipal and other government organizations as well as its traditional private, corporate domain.
