Developmental Regionalism And Economic Transformation In Southern Africa

Interrogating the notion of developmental regionalism as applies to Southern Africa, this volume explores the policy options and interventions necessary to ensure a peaceful and stable regional development process. With a focus on the Southern African Development Community (SADC), the contributions explore how regional institutions such as this can be drivers of developmental regionalism. Institutional architecture, along with key policy priorities, and implementation strategies in areas such as trade, industry, agriculture, private sector development and conflict management are analysed, and the ramifications of regional interventions for peace building and regional security in post-conflict Southern African countries are explored. Drawing on this analysis the book proffers key policy options and strategies for how developmental regionalism can be both consummated and sustained, ultimately driving economic transformation. Illustrating to policymakers, scholars and development practitioners how regional institutions can be engines or facilitators of regional development, the book will be of interest to researchers in a broad range of areas including development studies, public policy and African studies.

This title was first published in 2003. This volume advances our understanding of how Southern Africa is currently being reconfigured, critically examining what has been marketed as the "flagship" of the Spatial Development Initiative programme in Southern Africa: the Maputo Development Corridor (MDC). By examining a variety of cross-cutting levels of governance and development and by focusing on the nexus between the formal and informal processes that stake out the MDC, this volume contributes to a detailed understanding of what is perhaps the most important current experiment in regionalism in Africa. By engaging regional processes on the micro-level and "on the ground", there is a special emphasis on how local communities regard and respond to the Corridor initiative. This book examines regional integration in Africa, with a particular focus on the Southern African Development Community (SADC). It argues that the SADC’s pursuit of a rationalist and state-centric form of integration for Southern Africa is limited, as it overlooks the contributory role and efficacy of non-state actors, who are relegated to the periphery. The book demonstrates that civil society networks in Southern Africa constitute well-governed, self-organised entities that function just like formal regional arrangements driven by state actors and technocrats. The book amplifies this point by deploying New Institutionalism and the New Regionalism Approach to examine the role and efficacy of non-state actors in building regions from below. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.

Since the beginning of decolonisation in Africa, regional integration has become one of the most potent defining characteristics of the continent’s quest for industrialisation and sustainable development. It was understood that the individual continental economies could not achieve the requisite level of industrial development to meet their respective development objectives due to the colonial policy of balkanisation, which divided the continent into small, economically unviable units. In 1992, the Southern African Development Community (SADC) adopted developmental integration, an approach to regional integration to engender industrialisation and address the region’s development challenges. This book offers a critical assessment and examination of this approach as to how it has influenced the industrialisation process in Southern Africa. If so, why has it failed to accelerate the region’s industrialisation and structural transformation process? It contributes significantly to cross-cutting development debates on the African continent, particularly in southern Africa. The global 'financial' crisis at the turn of the decade has accelerated changes in the relative standing of major regions. As both the US and Eurozone economies have confronted a series of setbacks and struggles to find their second breath, so Asia, Latin America and even Africa have picked up the slack and have been able to maintain high levels of growth. The resilience of the Global South questions whether we are witnessing an evolution towards a regional rebalancing or even global restructuring. This responding volume has four interrelated topics. It explores the transformation taking place in/with regard to the financing of development in the Global South and the apparition of new players in the field. The emergence of 'New Regionalisms' in the South and the usefulness of these experiences for comparative studies of regional relationship is explicated. It turns its attention to new forms of transnational governance that are emerging and the role that a novelty of actors play in this 'new multilateralism'. Finally, it looks into the implications of this trio of novel directions and players for analyses and policies.
