Developing Multilingual Education Policies

Multilingual policies are increasingly important and required in educational settings worldwide, yet a solid experimental body of theory, research, and practice providing guidance for the development of policies is lacking. The Israeli context presented in this book serves as a case study or a model that could be used by bodies or entities seeking to devise a multilingual policy. The authors begin by addressing the general notion of a multilingual education policy with specific reference to the Israeli context. The book then focuses on specific challenges confronting the new policy that have been explored in empirical studies, and concludes with a proposed framework for a new multilingual education policy related to the core theoretical topics and empirical findings discussed in the previous chapters. This framework includes principles and strategies for implementing the process described in the book in other contexts, ensuring wide applicability and relevance. This edited book attempts to foreground how challenges and complexities between policy and practice intertwine in the teaching and learning of the STEM subjects in multilingual settings, and how they (policy and practice) impact on educational processes, developments and outcomes. This book explores how high-stakes tests mandated by No Child Left Behind have become de facto language policy in U.S. schools, detailing how testing has shaped curriculum and instruction, and the myriad ways that tests are now a defining force in the daily lives of English Language Learners and the educators who serve them.

This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners' existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread. Each of these contexts provides for different possible relationships between the language learner and the target language group and shows how in different polities different understandings influence how policy is designed. The book develops a theoretical account of language policies as discursive constructions of ideological positions and explicates how ideologies are developed through an examination of case studies from a range of countries. Each chapter in this book takes the form of a series of three in-depth case studies in which policies relating to a particular area of language-in-education policy are examined. Each case examines the language of policy texts from a critical perspective to deconstruct how intercultural relationships are projected.
