Adds DoD policies and guidance concerning labor-management relations.

The following are page changes to DoD 1400.25-M, Department of Defense Civilian Personnel Manual (CPM), CPM Basic Installment No. 10, June 10,1988.

Provides updated Appendix B to CPM 272, Listing of Current DOD CPM Issuances.

Increases flexibility in granting extensions beyond five years, provides for delegation of authority to approve extensions, and deletes several categories of employees who were exempted from the rotation program.

Updates and replaces DoD Instruction 1430.8; implements Federal Personnel Manual (FPM) Chapter 412 within the Department of Defense by providing policy and guidance on DoD Executive, Management and Supervisory Development programs.

Replaces DoD Instruction 1430.5 to provide policy and guidance on DoD civilian employee training programs.

Establishes DoD guidance on rotation of employees from foreign areas.

Adds date to each page of Subchapter S3 for identification and control purposes. Adds date of publication to Book 610, Subchapter S11, which was inadvertently omitted from most copies published. Also adds proper CPM citation to transmittal sheet for identification and control purposes.

Establishes DoD policy on observance of holidays in foreign areas.
