Democratization In Sub Saharan Africa 1992 1995

This book examines the media reform processes and re-democratization projects of Ghana and Nigeria’s emerging democracies. It evaluates and critiques these reform processes, arguing that because of dependency approaches resulting from the transplanting of policy framework from the West into these emerging democracies, the policy goals and objectives of the reforms have not been achieved. Consequently, the inherent socio-cultural, economic and political factors, coupled with the historical antecedents of these countries, have also affected the reform process. Drawing from policy documents, analyses and interviews, Ufuoma Akpojivi argues that the lack of citizens’ active participation in policy processes has led to neo-liberalization and the continued universalization of Western ideologies such as democracy, media freedom and independence. Akpojivi posits that the recognition of socio-cultural, political and economic factors inherent to these emerging democracies, coupled with the communal participation of citizens, will facilitate true media reform processes and development of these countries.

It is two decades since the ‘third wave’ of democratization began to roll across sub-Saharan Africa in the early 1990s. This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. The book provides readers a set of case studies covering a diverse range of African states in order to identify the major causes of change and the movement towards democracy.

Beyond the examples above, this book presents us with in-depth analyses on several African countries which are seldom assessed when the topic is democracy and whose experiences vary on an axis that can be generalised and applied for other countries in the continent, since they happened in countries from different regions and with different backgrounds. Throughout the book, challenges and opportunities for democracy consolidation in Burkina Faso, Republic of Congo, Democratic Republic of Congo, Nigeria, Rwanda and Zimbabwe are studied and invite the reader to promptly question conventional knowledge on the topic. In addition, the book also analyses the mechanisms and tools that the African Union have to manage (un)democratic changes on its member-states and thoroughly and innovatively assesses the impacts that migration has on democracy in Africa. As a passionate researcher on African politics and international relations, I am confident to say that this book will be useful for anyone who wants to get a better and unbiased sense on challenges and opportunities for democracy in Africa. By challenging conventional knowledge and presenting fair generalisations whilst highlighting heterogeneity, this book contributes to a better understanding of the democratic processes in the continent and encourages scholars and students to deepen their knowledge and to engage in further research on the topic. Since I save no effort in helping people to develop a critical thinking and to deconstruct stereotypes that accompany African politics, this book will certainly be included in the recommended readings for my students.

Few would disagree that since 1990 Sub-Saharan Africa has undergone a process of political transformation. Where one-party systems once stood, multi-parties are now dominant; where heads of state once ruled autocratically, open elections have emerged. In this study, both African and non-African scholars take a critical look at the evolution and contradictions of democratization in seven African nations: Malawi, Cameroon, Nigeria, Ethiopia, Tanzania, Ghana, and Gabon, each at a different stage in the democratization process. Some of these countries historically have not received much attention in North America. For example, little is known about Malawi, and Gabon has escaped notice outside the Francophone world. While other works have focused primarily upon the role that institutions have played in the democratization process, this study looks at individual leaders. Some of the authors were themselves participants in the reform movements in their home countries, and they examine the role that the military and the church played in the process. This volume also includes a discussion of why democratization has stagnated or been reversed in some nations.
