PATRIOT, the centerpiece of the Army's corps and theater air defense forces, is an extremely capable high to medium altitude, long range air defense missile system which provides air defense of ground combat forces and high value assets against the air threat of the 1990s and beyond. PATRIOT is designed to cope with enemy defense suppression tactics that may include tactical ballistic missiles (TBM), cruise missiles, anti-radiation missiles, advanced aircraft employing saturation, maneuver, sophisticated electronic countermeasures (ECM), and low radar cross section. In the Field Army, PATRIOT air defenses will be complemented by short range, low altitude forward area defense weapons and will be integrated with other ground and air assets in the overall air defense of the theater of operations. The system can conduct multiple simultaneous engagements of high performance air breathing targets and TBMs with a high probability of target kill. The system will provide air defense protection in all weather conditions and in hostile ECM environments. At the battery level or Fire Unit (FU) level, the PATRIOT missile system consists of an Engagement Control Station (ECS), one Radar Set (RS), an Electric Power Plant (EPP), eight Launching Stations (LS), and associated communications equipment.

Analysis of the PAC-3 missile development progress currently indicates the first missile flight test will occur in Jun 97. An assessment of the requisite program activities is ongoing to determine potential impacts to the remaining schedule. Overall, the program continues to be on track to achieving all parameters established by the 20 Aug 96 approved Acquisition Program Baseline.

Program Budget Decision (PBD) 224, issued 11 Dec 96, increased the THAAD program $722M (FY 98-03) to accelerate the First Unit Equipped milestone from FYO6 to FY04. This increase includes funding for additional UOES testing and the second EMD radar which are necessary for the acceleration of the program. The PBD 224, Change 3, moved procurement funding responsibility from BMDO to the Army. The first year of procurement funds is programmed for FYOl. Following the PBD 224 program increase, project office and Lockheed Martin Missiles and Space (LMMS)/Raytheon personnel have been intensely reviewing the FUE FYO4 program structure to ensure the program can be executed at a moderate level of risk. Due to flight test 07 (FT-07) anomalies (as discussed under Significant Developments), preliminary analyses indicate that FUE will slip to 1st Qtr, FYO5. Project office personnel are also holding discussions with the user about the feasibility of refining the definition of FUE.

Acquisition program data help drive effective and efficient policy formulation, decisionmaking, and program execution across the U.S. Department of Defense (DoD). Despite recent statutory changes to organizational structures, as well as to roles, responsibilities, and authorities (RRAs) of the Office of the Secretary of Defense (OSD) and military departments, OSD still needs key program data to inform policymaking and enable analysis critical for understanding acquisition processes and performance. For example, program data are still needed to conduct portfolio analyses and understand the performance of individual acquisition pathways and the overall acquisition system in order to improve acquisition policy design and outcomes. The authors outline issues and opportunities in data requirements, governance, and management to strive for more efficient, effective, and informed acquisition while reducing burden and ad hoc data requests. They address general data governance and management challenges, as well as specific challenges associated with the Middle Tier of Acquisition (MTA) for rapid prototyping and rapid fielding, the Selected Acquisition Report (SAR), and the Defense Acquisition Executive Summary (DAES) process and data. A rich set of information currently supports the acquisition community. While there is no agreement on all data needs and definitions, the underlying data used for program management, oversight/insight, decisionmaking, and analysis are similar across DoD.

Acquisition data underpin the management and oversight of the U.S. defense acquisition portfolio. However, balancing security and transparency has been an ongoing challenge. Some acquisition professionals are not getting the data they need to perform their assigned duties or are not getting the data and information in an efficient manner. To help guide the Office of the Secretary of Defense (OSD) in addressing these problems, the RAND Corporation identified access problems at the OSD level - including those organizations that require access to data and information to support OSD, such as analytic support federally funded research and development centers and direct support contractors - and evaluated the role of policy in determining access. Issues with Access to Acquisition Data and Information in the Department of Defense finds that the process for gaining access to data is inefficient and may not provide access to the best data to support analysis, and that OSD analytic groups and support contractors face particular challenges in gaining access to data. Given the inherent complexity in securing data and sharing data, any solutions to problems associated with data sharing must be well thought out to avoid the multitude of unintended consequences that could arise.

This Compendium gives an outline of the historical, philosophical and ethical aspects of the return of cultural objects (e.g. cultural objects displaced during war or in colonial contexts), cites past and present cases (Maya Temple Facade, Nigerian Bronzes, United States of America v. Essential reading for students, specialists, scholars and decision-makers as well as those interested in these topics.

The U.S. Army's Future Combat Systems program aimed to field an ambitious system of systems, with novel technologies integrated via an advanced wireless network. The largest and most ambitious planned acquisition program in the Army's history, it was cancelled in 2009, and some of its efforts transitioned to follow-on programs. This report documents the program's complex history and draws lessons from its experiences.
