Cross Border Regional Development Dynamics In The Mekong Region

The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. How effectively has closer interdependence of the Mekong countries accommodated the development of a political-social-cultural space conducive to the growth of a regional "we-ness" among not only political elites, but also the general public? The contributors to this volume approach this question from a range of directions, including the impacts of tourism, regional development programmes, the Mekong Power Grid, and Sino-US rivalry. This edited volume presents valuable insights for scholars of international relations, Asian studies, development studies, environment studies, policy studies, and human geography.

This book investigates the origins and dynamics of sub-regional phenomena based on international river basins, namely the Mekong and Danube rivers. It emphasizes the integration process of the Greater Mekong Sub-region and the European Strategy for the Danube Region, which are located in two different geopolitical and structural settings—one in Southeast Asia in the regional context of the Association of Southeast Asian Nations (ASEAN), and the other in Central and Eastern Europe within the regional context of the EU. By comparing two unique case studies within different structural settings, additional and valuable insights into the occurrence and formation of sub-regional integration processes are provided, enabling an evaluation of similarities and differences. Understanding sub-regional integration dynamics requires not only ‘looking upward’ to the regional and even the global level, but indeed ‘looking downwards’ to the local level. After all, sub-regional integration processes are generally described as ‘bottom-up’ processes, based on local interests and expectations. Despite the growing number of sub-regional projects, sub-regionalism remains inadequately studied in the field of political science, and, as such, this book offers unique contributions to the understanding of sub-regional integration processes. Consequently, it will be of interest to readers who are interested in regional and sub-regional integration processes, as well as those with a specific interest in both the EU and ASEAN geographic regions.

The East–West Economic Corridor (EWEC) was launched in 1998 as a flagship initiative of the Greater Mekong Subregion. EWEC has since achieved many of its infrastructure targets and must now be transformed from a transport corridor into an economic corridor. This report reviews and updates the Pre-Investment Study for EWEC conducted in 2001. It consolidates the interests and concerns of stakeholders into a revised and updated strategy and action plan to provide a vision and framework, improve coordination, and assist in mobilizing resources for EWEC development. Preparation of this revised and updated strategy and action plan for EWEC involved a series of consultations with government officials of EWEC countries and representatives of the private sector, nongovernment organizations, and development partners. These consultations culminated in a regional workshop held on 24 April 2009 in Khon Kaen, Thailand. The revised and updated strategy and action plan for EWEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

A group of internationally recognised experts examine the recent trends of cross-border movements of people, goods and economic activity at fifteen major borders in the Greater Mekong Sub-region with the aim of predicting the long terms future for this region.

The North–South Economic Corridor (NSEC), one of the priority economic corridors under the Greater Mekong Subregion (GMS) Economic Cooperation Program, was designated as a GMS flagship initiative in 2002. Efforts have been taken since then to develop NSEC but these were pursued mainly on a project-by-project basis. Consultations in NSEC countries were started in the last quarter of 2007 to initiate a holistic approach to the development of NSEC. The strategy and action plan for NSEC is the product of these and subsequent consultations with government officials, representatives of the private sector, and other stakeholders in these countries. Besides providing a vision and framework for developing NSEC, this strategy and action plan is aimed at improving coordination, ensuring effective implementation, and helping the mobilization of resources and the broadening of support for NSEC development. The strategy and action plan for NSEC was endorsed at the 15th GMS Ministerial Conference held in Cha-am, Petchburi Province, Thailand on 17–19 June 2009.

Organizations such as ASEAN and EU were formed to promote economic growth, social progress and cultural development among their members. This book provides a comprehensive overview of the transformation which the newest members of ASEAN (Cambodia, Laos, Myanmar and Laos) and the newest members of EU (ten new Members from Baltic, Central and Eastern Balkan regions) have experienced during the last two decades (1990-2010). It throws light on the different social, economic and political causes which support these historical changes.Emerging markets such as the Mekong region and Central Europe where new forms of capitalism are flourishing have been captured in this book. Their policies in privatization, regionalization, industrial growth that support a new and deregulated form of capitalism have been mentioned in detail. The author stresses upon the capacity and strengths of these two hitherto “weak states” to face worldwide and regional challenges.

On The Borders of State Power explores the changing nature, meaning and significance of international borders over time in the area referred to today as the Greater Mekong Sub-region, incorporating Burma, Cambodia, Laos, Thailand, Vietnam and China’s Yunnan province. An international line up of contributors examine the changing nature of borders over time, using examples from the 15th to 21st centuries and engage with contemporary literature on globalisation, particularly as it applies to borders and the nature of state power. What the book finds is that there is far greater diversity in terms of the importance of borders across time than is commonly thought. Thus, borders commonly thought to be closed are often more open, open borders are found to be more restricted, while pre-colonial frontiers, which are usually viewed as relatively unimportant compared with the colonial era, are in fact found to have been more closely governed. Looking at the contemporary period, the book shows how economic liberalisation – or so-called cooperation between the Mekong states in the post-Cold War period – has been accompanied not by the retreat of the state but rather by its expansion, including in ways which frequently impose greatest restrictions on the poor and marginalised. Incorporating work by both historians and social scientists this book is a valuable read for those interested in the politics, development and geography of Southeast Asia.

​This Brief provides a cross-sectional analysis of development-directed investments in the wider Mekong region. The wider Mekong region includes Laos, Cambodia, Thailand, Vietnam, Myanmar, and the Chinese province of Yunnan. Evidence highlights that a few critical dynamics, including human migration, natural resource flows, and financial investments, generate a high level of connectivity between these countries. Such high levels of connectivity increase complexity and the potential for ripple effects of national decisions. The emerging links between countries can unfold in financial investments, migration, or the flow of resources. As these links intensify the regional connectivity increases and over time a highly connected region can emerge, as experienced by the Mekong region.​ This Brief also contains a chapter at the end of the book featuring numerous charts and diagrams further illustrating the impact of development activities in the area.

Sino-Southeast Asian regionalism is exemplified by the development plans for the Mekong River basin, where ambitious projects for building regional infrastructural linkages and trade contribute to mediating the security concerns of the Mekong countries.
