The "deepening and widening" of the EU has thrown its changing internal and external borders into sharp relief. This work demonstrates that borders are key spaces within which issues such as identity, memory and trust, and communication between states continue to be played out and transformed.

The strengthening of relations between Poland and Ukraine over the last 25 years is one of the most positive examples of transformations in bilateral relations in Central and Eastern Europe. In spite of the complex and difficult historical heritage dominated by the events of the World War II and the first few years that followed, after the fall of Communism in Poland and Ukraine, bilateral institutional cooperation was successfully undertaken, and mutual social contacts were recreated. The issue of Polish-Ukrainian relations at the international and trans-border level gained particular importance at the moment of expansion of the European Union to the east, and announcement of the assumptions of the European Neighbourhood Policy in 2004. Since then, relations have continued to thrive and provide a blueprint for cross-border relations in other parts of the EU. In this book the authors examine the issue of cooperation and cross-border relations on the new external border of the EU. The book’s primary objective is to present the way in which the Polish and Ukrainian parties develop the bilateral cooperation, adapting to the changing geopolitical conditions, and responding to the related challenges. The chapters offer a comprehensive diagnosis of the conditions determining the current and future state of Polish-Ukrainian cross-border cooperation and describe the area as a social, economic, and political space. The EU’s New Borderland will be of interest to university students of international relations, geography, economy, or history as well as those willing to expand their knowledge in the scope of regional geography, European integration, cross-border cooperation, and international relations.

Looking at two contrasting border regions, one in western Hungary, one in the east of the country, this volume is the first to combine an examination of border related issues with gender and economic development. By comparing and critically analyzing the relative levels of encouragement of entrepreneurial activities and gender differences, it highlights the importance of borders within the changing European Union. Despite the assumption that entrepreneurship would be strongest near the western border with Austria, the findings show that, on the contrary, many women in western Hungary would rather avoid the risk of being self-employed by getting well-paid jobs in Austria or working for foreigners, while in the east of the country, entrepreneurship was often the only possible way of earning a living. It also highlights the importance of setting up a business to the empowerment of women in both regions, by giving them a bigger decision-making role in the family.

What current discourses are relevant for border areas? What opportunities for and obstacles to integrated territorial development arise from the specific situation of border regions? How can these be utilised or overcome in a goal-oriented way? These questions were central to the discussions of the Border Futures working group. Border regions like the Greater Region or the Trinational Metropolitan Region of the Upper Rhine extend far beyond the immediate border area. While institutional structures of cooperation can be perpetuated through agreements and organisations, there is a lack of instruments which cross-border cooperation structures can deploy in response to changing situations. Cross-border cooperation faces new challenges from increasing cross-border interactions, processes of economic structural transformation, new energy policies in the national sub-spaces, and demographic change. Another factor is increasing spatial polarisation, which influences the further development and future viability of the affected border areas, and involves metropolisation issues in urban centres and the provision of public services in rural districts. Building on discussions of the Border Futures working group, this volume sheds light on cross-border cooperation in practice with recent research relevant to planning in border regions in the European context. The insights collected here are intended to be usable in the border areas within the territory of the Regional Working Group and should also contribute towards the broader specialist discourse on the further development of cross-border cooperation. Issues of sustainable cross-border governance, new spatial functions and new planning instruments play a role here, as do the possibilities provided by the current EU structural policy programming period for border areas

This monograph analyses the role of border cities in promoting territorial development processes in border regions across the world. It not only embraces the scientific fields of regional and urban studies but also addresses territorial (urban, local, regional) development and planning theories, as well as the effects of development policies applied to border regions in both Europe and North America. In essence, the book offers a full toolkit of border regions' territorial development knowledge and, in particular, advances a range of policy development proposals. It provides a comprehensive introduction to contemporary thinking about how border cities can play a decisive role in boosting territorial development processes in border regions. The book is divided into three parts. Part I presents a theoretical framework on the role of border cities in promoting territorial development and planning in border regions. Part II debates current mainstream policies focusing on supporting border regions and specifically border cities in the EU, the UK, and North America. Finally, Part III presents a wealth of updated knowledge, based on the analysis of several concrete case studies: border cities from both Europe (north, south, east and west) and North America (Canada, the United States, and Mexico). The chapters are written by some of the most renowned authors on the subject, including scholars from several European and North American countries, as well as the secretary generals of three European border regions associations (AEBR, MOT, and CESCI). The book will thoroughly prepare students and provide knowledge to academics and policymakers in the fields of urban and regional planning and development studies, human geography, economic development, EU policies, border regions, and policy impacts.

This dissertation consists of three essays, each of which explores a different aspect of cross-border cooperation (CBC) in the European Union (EU). It focuses on the drivers and outcomes of inter-regional cooperation in Europe's border regions and relates the subject to the larger geopolitical framework of European integration. The first essay serves as a general introduction to the topic. It is one of the first quantitative studies that analyze a set of potential drivers of CBC from a thematic perspective. Focusing on the EU's territorial cooperation program (INTERREG) results from 2007 to 2013, this essay compares three distinctive thematic areas of CBC, namely education, small and medium-sized enterprises, and infrastructure. The regression results support the hypothesis that economic, social, institutional, and geographical drivers of CBC play different roles in determining the intensity of cooperation in different contexts. The second essay aims at estimating the impacts of opening of borders and CBC on regional economic growth in Europe. The difference-in-difference estimations show that the opening of national borders for free movement of people is associated with a 2.7% increase in regional gross value added (GVA) per capita for European border regions. Using an extension of this model based on EU-supported CBC projects data for the 2007-2013 period, the results also suggest that the doubling of number of CBC project partners (per 100,000 population) is correlated with an increase of 2.3% in regional GVA per capita. These results confirm the positive economic benefits of European integration by means of CBC. Based on a comparative case study, the third essay argues that the European integration process has a positive impact on the intensification of environmental CBC activities in the Balkans region. Focusing on two specific flood risk management cases from the Maritsa and Danube river basins, it relies on a game theoretical approach to explore the mechanisms through which multilateralism and regional integration enhances CBC. This essay contributes to the literature in two ways. First, a cost-benefit framework is formally applied to the study of flood risk management in borderlands. Secondly, it breaks down the complex water-related CBC problems into two games with distinct characteristics. The results help us understand the specific role of multilateral cooperation in addressing cross-border environmental issues.
