Critical Infrastructures Resilience

This text offers comprehensive and principled, yet practical, guidelines to critical infrastructures resilience. Extreme events and stresses, including those that may be unprecedented but are no longer surprising, have disproportionate effects on critical infrastructures and hence on communities, cities, and megaregions. Critical infrastructures include buildings and bridges, dams, levees, and sea walls, as well as power plants and chemical factories, besides lifeline networks such as multimodal transportation, power grids, communication, and water or wastewater. The growing interconnectedness of natural-built-human systems causes cascading infrastructure failures and necessitates simultaneous recovery. This text explores the new paradigm centered on the concept of resilience by approaching the challenges posed by globalization, climate change, and growing urbanization on critical infrastructures and key resources through the combination of policy and engineering perspectives. It identifies solutions that are scientifically credible, data driven, and sound in engineering principles while concurrently informed by and supportive of social and policy imperatives. Critical Infrastructures Resilience will be of interest to students of engineering and policy.

This book analyzes the security of critical infrastructures such as road, rail, water, health, and electricity networks that are vital for a nation’s society and economy, and assesses the resilience of these networks to intentional attacks. The book combines the analytical capabilities of experts in operations research and management, economics, risk analysis, and defense management, and presents graph theoretical analysis, advanced statistics, and applied modeling methods. In many chapters, the authors provide reproducible code that is available from the publisher’s website. Lastly, the book identifies and discusses implications for risk assessment, policy, and insurability. Critical Infrastructure Protection and Risk Management covers the history of risk assessment, crtical infrastructure protection, and the various structures that make up the homeland security enterprise. The authors examine risk assessment in the public and private sectors, the evolution of laws and regulations, and the policy challenges facing the 16 critical infrastructure sectors. With the progression of technological breakthroughs creating dependencies on telecommunications, the internet, and social networks connecting our society, CIIP (Critical Information Infrastructure Protection) has gained significant focus in order to avoid cyber attacks, cyber hazards, and a general breakdown of services. Critical Information Infrastructure Protection and Resilience in the ICT Sector brings together a variety of empirical research on the resilience in the ICT sector and critical information infrastructure protection in the context of uncertainty and lack of data about potential threats and hazards. This book presents a variety of perspectives on computer science, economy, risk analysis, and social sciences; beneficial to academia, governments, and other organisations engaged or interested in CIIP, Resilience and Emergency Preparedness in the ICT sector.

Critical infrastructures are the backbone of modern, interconnected economies. The disruption of key systems and essential services - such as telecommunications, energy or water supply, transportation or finance - can cause substantial economic damage. This report looks at how to boost critical infrastructure resilience in a dynamic risk landscape, and discusses policy options and governance models to promote up-front resilience investments. Based on an international survey, the report analyses the progressive shift of critical infrastructure policies from asset protection to system resilience. The findings are reflected in a proposed Policy Toolkit for the Governance of Critical Infrastructure Resilience, which can guide governments in taking a more coherent, preventive approach to protecting and sustaining essential services.

This book is open access under a CC BY 4.0 license. This book summarizes work being pursued in the context of the CIPRNet (Critical Infrastructure Preparedness and Resilience Research Network) research project, co-funded by the European Union under the Seventh Framework Programme (FP7). The project is intended to provide concrete and on-going support to the Critical Infrastructure Protection (CIP) research communities, enhancing their preparedness for CI-related emergencies, while also providing expertise and technologies for other stakeholders to promote their understanding and mitigation of the consequences of CI disruptions, leading to enhanced resilience. The book collects the tutorial material developed by the authors for several courses on the modelling, simulation and analysis of CIs, representing extensive and integrated CIP expertise. It will help CI stakeholders, CI operators and civil protection authorities understand the complex system of CIs, and help them adapt to these changes and threats in order to be as prepared as possible for mitigating emergencies and crises affecting or arising from CIs.

Critical infrastructure provides essential services to citizens. The mutual dependencies of services between systems form a complex “system of systems” with a large perturbation surface, prone to be damaged by natural and anthropic events. Their intrinsic and extrinsic vulnerabilities could be overcome by providing them adaptive properties to allow fast and effective recovery from loss of functionality. Resilience is thus the key issue, and its enhancement, at the systemic level, is a priority goal to be achieved. This volume reviews recent insights into the different domains (resilience-enhancing strategies, impact and threats knowledge, and dependency-related issues) and proposes new strategies for better critical infrastructure protection.

This volume addresses the challenges associated with methodology and application of risk and resilience science and practice to address emerging threats in environmental, cyber, infrastructure and other domains. The book utilizes the collective expertise of scholars and experts in industry, government and academia in the new and emerging field of resilience in order to provide a more comprehensive and universal understanding of how resilience methodology can be applied in various disciplines and applications. This book advocates for a systems-driven view of resilience in applications ranging from cyber security to ecology to social action, and addresses resilience-based management in infrastructure, cyber, social domains and methodology and tools. Risk and Resilience has been written to open up a transparent dialog on resilience management for scientists and practitioners in all relevant academic disciplines and can be used as supplement in teaching risk assessment and management courses.

Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. Summaries and detailed analysis are included within each section as summary chapters in the book. The book provides a background on analytical tools relevant to risk and resilience analytics, including risk assessment, decision analysis, supply chain management and resilience analytics. It will allow government, native and civil society groups, military stakeholders, and civilian practitioners to understand better on how to enhance the Arctic’s resilience against various natural and anthropogenic challenges.

The present volume aims to provide an overview of the current understanding of the so-called Critical Infrastructure (CI), and particularly the Critical Information Infrastructure (CII), which not only forms one of the constituent sectors of the overall CI, but also is unique in providing an element of interconnection between sectors as well as often also intra-sectoral control mechanisms. The 14 papers of this book present a collection of pieces of scientific work in the areas of critical infrastructure protection. In combining elementary concepts and models with policy-related issues on one hand and placing an emphasis on the timely area of control systems, the book aims to highlight some of the key issues facing the research community.
