This anthology presents the complete text of thirty-four treaties that have effectively contained the spread of nuclear, biological, and conventional weapons during the Cold War and beyond. The treaties are placed in historical context by individual commentaries from noted authorities Thomas Graham Jr. and Damien J. LaVera, which provide unique insights on each treaty�s negotiation and implementation. During the 1990s, numerous arms control agreements were concluded under U.N. or U.S. leadership. In 1995, one hundred sixty-five nations agreed to indefinitely extend the Nuclear Nonproliferation Treaty. Many nations ratified important chemical and biological weapons conventions, a pact to reduce conventional forces in Europe, and agreements to limit testing of weapons of mass destruction. More recent treaties seeking to restrain small arms trafficking and ban land mines are also highlighted and analyzed. Graham concludes with lessons learned from the collective negotiation and verification history of these treaties, ongoing efforts to limit weaponry, and general observations on the status and effectiveness of these agreements. Information Security Management: Global Challenges in the New Millennium focuses on aspects of information security planning, evaluation, design and implementation.

The CQRE [Secure] conference provides a new international forum giving a close-up view on information security in the context of rapidly evolving economic processes. The unprecedented reliance on computer technology has transformed the previous technical side-issue "information security" to a management problem requiring decisions of strategic importance. Thus one of the main goals of the conference is to provide a platform for both technical specialists as well as decision makers from government, industry, commercial, and academic communities. The target of CQRE is to promote and stimulate dialogue between managers and experts, which seems to be necessary for providing secure information systems in the next millennium. Therefore CQRE consists of two parts: Part I mainly focuses on strategic issues of information security, while the focus of Part II is more technical in nature. This volume of the conference proceedings consists of the reviewed and invited contributions of the second part. The program committee considered 46 papers and selected only 15 for full presentation. For the participants’ convenience we have also included the notes of the invited lectures and short workshop talks in this volume.

Although the concept of deterrence precedes the Cold War, in modern times and in its traditional form deterrence is seen as the product of the Cold War, which transformed 'narrow' deterrence approaches into widespread orthodoxy. Increasingly however emerging threats and challenges call into question the traditional concept of deterrence. There are many elements that challenge the concept of deterrence and its effectiveness. For instance it is not just that the concept can be ambiguous and broad, but also there have to be a number of conditions for it to be successfully implemented. This collection contributes to a growing field of research in a relatively under-studied area of interrogating the concept of deterrence itself through a multi-disciplinary approach. Through the use of primary and secondary sources, as well as interviews, this book covers a wide range of disciplinary approaches on deterrence and the contributors cover a broad array of subjects. The research assembled here focuses on deterring extremism, conflict resolution and diplomacy, investigating technological developments, effects of globalisation, social movements, economics, the relationship of resilience to effective deterrence, and the associated complexity of contemporary interdependencies to create a contextualised concept of modern deterrence.
