The four-volume set LNAI 6276--6279 constitutes the refereed proceedings of the 14th International Conference on Knowledge-Based Intelligent Information and Engineering Systems, KES 2010, held in Cardiff, UK, in September 2010. The 272 revised papers presented were carefully reviewed and selected from 360 submissions. They present the results of high-quality research on a broad range of intelligent systems topics.

This book reconceives the internationalization of higher education from the perspective of Global-South researchers, empowering and giving visibility to this discourse. Challenging the first assumptions of internationalization of higher education (IHE) as something overwhelmingly positive owing to the way it directly impacts the university activities and their world rankings, it instead takes a critical perspective, acknowledging that this process is associated with a neo-liberal and colonial orientation that focuses on the maintenance of historically sustained hierarchy, oppressive relations that stimulate the production of knowledge, and education as a commodity and not as a factor of social transformation. As such, it challenges recent trends towards an increase in internationalization strategies within higher education that privilege Global-North outgoing mobilities and research collaborations to sustain the position of the educational institutions in the international rankings. From this locus, IHE is seen to evolve not only in the fields of teaching, research, and service of an educational institution but also to boost the world’s social development. The book thus illustrates how IHE should be guided by Critical Applied Linguistics (CAL) and Global South’s principles: applied linguistics, praxis, critical thinking, micro and macro relations, critical social inquiry, critical theory, problematizing givens, self-reflexivity, preferred futures, and heterosis. Comprising chapters that discuss academic, political, and administrative issues arising specifically from the internationalization process of Global-South higher education institutions as well as themes such as critical language education and language policies, it will appeal to faculty, researchers, and scholars with interests in higher education, international and comparative education, and the decolonization of education.

These Transactions publish research in computer-based methods of computational collective intelligence (CCI) and their applications in a wide range of fields such as the Semantic Web, social networks and multi-agent systems. TCCI strives to cover new methodological, theoretical and practical aspects of CCI understood as the form of intelligence that emerges from the collaboration and competition of many individuals (artificial and/or natural). The application of multiple computational intelligence technologies such as fuzzy systems, evolutionary computation, neural systems, consensus theory, etc., aims to support human and other collective intelligence and to create new forms of CCI in natural and/or artificial systems. This second TCCI issue contains a collection of 10 articles selected from high-quality submissions addressing advances in the foundations and applications of computational collective intelligence.

This volume brings together, through a peer-revision process, the advanced research results obtained by the European COST Action 2102: Cross-Modal Analysis of Verbal and Nonverbal Communication, primarily discussed for the first time at the Second COST 2102 International Training School on “Development of Multimodal Int- faces: Active Listening and Synchrony” held in Dublin, Ireland, March 23–27 2009. The school was sponsored by COST (European Cooperation in the Field of Sci- tific and Technical Research, www.cost.esf.org ) in the domain of Information and Communication Technologies (ICT) for disseminating the advances of the research activities developed within the COST Action 2102: “Cross-Modal Analysis of Verbal and Nonverbal Communication” (cost2102.cs.stir.ac.uk) COST Action 2102 in its third year of life brought together about 60 European and 6 overseas scientific laboratories whose aim is to develop interactive dialogue systems and intelligent virtual avatars graphically embodied in a 2D and/or 3D interactive virtual world, capable of interacting intelligently with the environment, other avatars, and particularly with human users.

Emotion connects the thought to the body, which is a magnificent biological - vice for sensing and affecting the world. The thought controls the body through emotions. The body affects the thought through emotions. Through this mec- nism, the thought allows the agent to behave intelligently in the complex world filled with a huge amount of dynamic information. The emotion maps a flux of information into a space which the agent is familiar with, enabling her/him to associate ongoing events with past experiences which help to reduce complexity by providing with a nominal solution. Recent findings in brain science suggest that mirror neurons map visual signals into motor signals for the body. This mechanism might permit one to experience the emotion of the other agent just by feeling the motor signals caused by mirror neurons as a result of visual stimuli caused by the other agent’s emotional beh- iors. In particular, it might play a significant role in invoking empathy in a social situation. It may not be hard to think about what might happen to emotion-less machines. The emotion-less machines may not be able to accumulate experiences to avoid serious failures. They may not be able to communicate with the humans in an empathetic way.
