Over the last three decades, historic housing areas have become one of the major concerns in urban regeneration, housing renovation and conservation projects. Since the late 1990s, the notion of community, sustainability and sustainable community have become rising issues in the urban regeneration debate. Regeneration, Heritage and Sustainable Communities in Turkey contributes to this debate by integrating the interplay between regeneration, community needs and sustainability in the context of Istanbul. Together with the relational, multi-scalar and contingency planning approaches, these vital agents of regeneration provide new possibilities and creative opportunities to successfully deal with the uncertainties and complexities in evolving regeneration spaces. The interdisciplinary text reasons that finding the balance between the needs, aspirations and concerns of local communities and the conservation of the built environments will lead to more equitable and sustainable solutions to the problems faced in Istanbul’s historic quarters.

At a time when regeneration policy has shifted to the recognition that ‘heritage matters’ and that the historic environment and creative industries are a vital driver of regeneration, an increasing workload of architectural practices concerns the refurbishment, adaptive re-use or extension of existing buildings. As a result, this book is ideal for undergraduate and graduate students of architecture, historic conservation, urban and environmental design, sustainability, and urban regeneration, as well as for practitioners and decision makers working in those fields.

Including papers presented at the 11th International Conference on Urban Regeneration and Sustainability held in Alicante, Spain, this book addresses the multidisciplinary aspects of urban planning; a result of the increasing size of cities, the amount of resources and services required and the complexity of modern society. Most of the earth’s population live in cities and the process of urbanisation continues generating problems originating from the drift of the population towards them. These problems can be resolved by cities becoming efficient habitats, saving resources in a way that improves the standard of living. Public participation and local community involvement have taken centre stage in heritage practice in recent decades. In contrast with this established position in wider heritage work, public engagement with conservation practice is less well developed. The focus here is on conservation as the practical care of material cultural heritage, with all its associated significance for local people. How can we be more successful in building capacity for local ownership and leadership of heritage conservation projects, as well as improving participative involvement in decisions and in practice? This book presents current research and practice in community-led conservation. It illustrates that outcomes of locally-led, active participation show demonstrable social, educational and personal benefits for participants. Bringing together UK and international case studies, the book combines analysis of theoretical and applied approaches, exploring the lived experiences of conservation projects in and with different communities. Responding to the need for deeper understanding of the outcomes of heritage conservation, it examines the engagement of local people and communities beyond the expert and specialist domain. Through seven London case studies of communities opposing social housing demolition and/or proposing community-led plans, Community-Led Regeneration offers a toolkit of planning mechanisms and other strategies that residents and planners working with communities can use to resist demolition and propose community-led schemes. The case studies are Walterton and Elgins Community Homes, West Ken and Gibbs Green Community Homes, Cressingham Gardens Community, Greater Carpenters Neighbourhood Forum, Focus E15, People’s Empowerment Alliance for Custom House (PEACH), and Alexandra and Ainsworth Estates. Together, these case studies represent a broad overview of groups that formed as a reaction to proposed demolitions of residents' housing, and groups that formed as a way to manage residents' homes and public space better. Drawing from the case studies, the toolkit includes the use of formal planning instruments, as well as other strategies such as sustained campaigning and activism, forms of citizen-led design, and alternative proposals for the management and ownership of housing by communities themselves. Community-Led Regeneration targets a diverse audience: from planning professionals and scholars working with communities, to housing activists and residents resisting the demolition of their neighbourhoods and proposing their own plans.
