Coast Guards And Ocean Politics In The Arctic

This book is about how coast guards are becoming states’ foremost tool to manage changes occurring in ocean politics generally, and in the Arctic specifically. It looks at states’ rights at sea, changes occurring in the Arctic region, how coast guards are handling issues arising, and how international cooperation can deal with some of the related challenges.

Though it has been home for centuries to indigenous peoples who have mastered its conditions, the Arctic has historically proven to be a difficult region for governments to administer. Extreme temperatures, vast distances, and widely dispersed patterns of settlement have made it impossible for bureaucracies based in far-off capitals to erect and maintain the kind of infrastructure and institutions that they have built elsewhere. As climate change transforms the polar regions, this book seeks to explore how the challenges of governance are developing and being met in Alaska, the Canadian Far North, and Greenland, while also drawing upon lessons from the region's past. Though the experience of each of these jurisdictions is unique, their place within democratic, federal systems and the prominence within each of them of issues relating to the rights of indigenous peoples situates them as part of an identifiably 'North American Arctic.' Today, as this volume shows, their institutions are evolving to address contemporary issues of security, environmental protection, indigenous rights, and economic development.

Written by a group of leading experts on Artic affairs, this book offers a historically informed and comprehensive study of the geopolitics and security challenges of the Arctic. The key aim of the work is to identify the conditions for cooperation, stability and peace in the Arctic and to reach beyond simple description and expectation in order to explore in depth some of the main factors that will determine the future of international relations in the region. Furthermore, it addresses key topics such as the geopolitical significance of the Arctic and the importance of oil and gas resources in the Arctic. The book also investigates what the main characteristics of governance in the Arctic are, and how institutions and regimes can promote stability and security in the region. The volume maintains two layers of focus. The first relates to the dynamics within the Arctic and the second to developments outside the region, highlighting that we cannot understand the Arctic in isolation from global developments such as energy markets, security conflicts and NATO-Russian antagonism. The retreat of Arctic sea ice combined with expected increasing human activity in the area -- in shipping traffic and oil and gas exploration -- has increased the strategic interest that the U.S. and other nations have in the Arctic. As a result, the Coast Guard is expected to acquire increased responsibilities in the region.
