The retreat of polar sea ice in the Arctic, as reported by the U.S. National Snow and Ice Data Center, combined with an expected increase in human activity, has heightened U.S. interests in the Arctic region. To supplement U.S. Arctic policy, the White House and federal agencies have issued Arctic strategies and plans. Since the Arctic region has a substantial maritime domain, the Coast Guard plays a significant role in Arctic policy implementation and enforcement. GAO was asked to examine the Coast Guard's responsibilities, capabilities, and plans for the Arctic. This report discusses, among other things, the extent to which the Coast Guard has (1) reported progress in implementing its Arctic strategy, (2) assessed its Arctic capabilities and taken actions to mitigate any identified gaps, and (3) reported being able to carry out polar icebreaking operations. GAO reviewed relevant laws and policies and Coast Guard documents that detail its Arctic plans. GAO conducted a site visit to Alaska and interviewed officials from the Coast Guard, state and local government entities, native village corporations, and private or nonprofit organizations. These observations are not generalizable, but provided insights on Coast Guard activities.

Download Identifying Potential Gaps in U.S. Coast Guard Arctic Capabilities Book in PDF, Epub and Kindle
"A key Arctic strategy and planning challenge for the Department of Homeland Security (DHS) and the U.S. Coast Guard (USCG) is how to enhance activities to prepare for operations before a crisis comes to pass. The USCG Arctic Strategy has been instrumental in developing some momentum for USCG and DHS planning in the region, but may require updating in light of continuing transformations in the Arctic region. Another important step in planning will involve the development of a new Arctic Capabilities Analysis Report (CAR), one type of planning document within the broader DHS Joint Requirements Integration Management System process. The research described in this report focuses on articulating potential Arctic capability gaps in 2017 and the 2030s. It was designed to provide information for a forthcoming USCG Arctic CAR. As such, it includes some aspects of a capability analysis, such as the identification of necessary, high-level capabilities; articulation of links between capabilities and missions; and documentation of potential capability gaps. Although previous reports and statements have articulated Arctic needs, challenges, gaps, and vulnerabilities, this new work provides a fresh look at potential gaps using a structured, traceable approach that considers a broad spectrum of contingencies that DHS might have to respond to in the Arctic."--Publisher's description.

Strategic Outlooks define the U.S. Coast Guard’s long-term strategic planning efforts for specific regions and domains and establish lines of effort to achieve the Service’s overarching objectives. The 2019 Arctic Strategic Outlook identifies the U.S. Coast Guard’s commitment to advancing our national interests across the Arctic. It directly supports the U.S. Coast Guard Strategy, complements the Maritime Commerce Strategic Outlook, and aligns with national, DHS, and Department of Defense (DoD) Arctic strategies and priorities. Implementation Plans describe how the U.S. Coast Guard intends to accomplish its strategic objectives through specific initiatives. This Implementation Plan is comprised of 14 interconnected initiatives to execute the Arctic Strategic Outlook’s LoEs. This Plan provides a description of each initiative, the lead organizations/offices responsible for overseeing implementation, as well as action items that represent our most critical next steps to advance the Arctic Strategic Outlook LoEs.
