"Rapid economic growth coupled with current and projected climate risks are challenging livelihoods and ecosystems in the Mekong Region. In some locations unsustainable development has created or deepened vulnerabilities to climate change as well as global, regional, and transborder socioeconomic processes. More accessible and appropriate information is urgently needed on ways to reduce the negative aspects of development and adapt to the impacts of climate change in this region. This book improves our understanding of the linkages between drivers, opportunities, and constraints on the sustainability of the Mekong Region's ecosystems - at the transboundary, subnational, and local levels. Economic integration, urbanization, and climate change have impacts that vary greatly among locations. This report presents the outputs of the Climate Change Impact and Adaptation Study in the Mekong Delta. The study focuses on vulnerability assessment of two provinces in the Mekong Delta region: Ca Mau and Kien Giang. Using climate change modeling, socioeconomic data, geographic information system analysis, and expert opinion, the study identifies future climate conditions and assesses the effects of future climate scenarios on the natural, social, and economic systems of each district of Ca Mau and Kien Giang provinces. It provides provides province and district policy makers with an understanding of the key areas of vulnerability and risk hot spots with regard to climate change up to 2050. It provides practical measures that provincial and district administrations can take to inform and strengthen their climate change adaptation programs.

The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

This book about the Mekong Delta presents a unique collection of state-of-the-art contributions by international experts from different scientific disciplines about the characteristics and pressing water-related challenges of the Mekong Delta in Vietnam. The Mekong Delta belongs to one of the areas, which are to expect the largest challenges concerning environmental change and climate change induced sea level rise . The Delta acts as the “rice bowl” of Southeast Asia and is home to over 17 Million people, who need to cope with ecologic as well as socio-economic changes linked to the rapid economic development of the country. Annual floods, severe droughts, salt water intrusion, degrading water quality, tropical cyclones, hydrologic changes due to hydropower projects in the upstream of the Mekong, coastal erosion, and the loss of biodiversity are some of the problems in the region. Heterogeneous resource management responsibilities, and the fact that the Mekong – and thus also the Delta – is influenced by six countries aggravate the situation. Integrated water resources management and fostered cooperation and information exchange are pressing needs for the sustainable development of the Delta.

The Greater Mekong Subregion Economic Cooperation Program Strategic Framework 2030 (GMS-2030) aims to strengthen regional cooperation and integration in critical areas. GMS-2030 builds upon recognized strengths with a project-led approach that will benefit the community, support connectivity, and improve competitiveness. It also emphasizes the challenges of the coronavirus disease and aims to ensure that government strategies are conducive to a robust recovery in the medium term and beyond. Based on decades of success and program experience, GMS-2030 provides continuity, but will be updated, as necessary, to reflect evolving global or regional forces that may impinge on GMS development prospects.

Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.

This book shows how small countries use "big" diplomacy to advance national interests and global agendas – from issues of peace and security (the South China Sea and nuclearization in Korea) and human rights (decolonization) to development (landlocked and least developed countries) and environment (hydropower development). Using the case of Laos, it explores how a small landlocked developing state maneuvered among the big players and championed causes of international concern at three of the world’s important global institutions – the United Nations (UN), the Association of Southeast Asian Nations (ASEAN) and the Mekong River Commission (MRC). Recounting the geographical and historical origins behind Laos’ diplomacy, this book traces the journey of the country, surrounded by its five larger neighbors China, Thailand, Vietnam, Myanmar and Cambodia, and influenced by superpower rivalries, from the Cold War to the post-Cold War eras. The book is written from an integrated perspective of a French-educated Lao diplomat with over 40 years of experience in various senior roles in the Lao government, leading major groups and committees at the UN and ASEAN; and the theoretical knowledge and experience of an American-trained Lao political scientist and international civil servant who has worked for the Lao government and the international secretariats of the UN and MRC. These different perspectives bridge not only the theory-practice divide but also the government insider-outsider schism. The book concludes with "seven rules for small state diplomacy" that should prove useful for diplomats, statespersons, policymakers and international civil servants alike. It will also be of interest to scholars and experts in the fields of international relations and foreign policies of Laos, the Mekong and Asia in general.
