Civic Space

During the Roman period the construction and maintenance of civic infrastructure and monuments, such as bath buildings, theatres, fountains, arches, statues and so on were regarded as the normal duty of well-off citizens, who constituted the local government. For the subsequent period, encompassing the 4th to the 7th century AD, it has long been assumed that changing social and political conditions within the Roman Empire resulted in a severe reduction of expenditure and concurrent loss of sentimental and aesthetic attitudes towards public space. This book challenges this assumption. It assesses the care still given to monuments and public space in the cities in the Eastern Mediterranean, reconstructs how the city represented itself, and focuses on the protagonists in this field. First, it evaluates the diverse initiators of interventions and their motivation. Second, the skills of the actual constructors are looked into in order to judge their identity and number. Third, the priorities of the viewers and use of public space.

This volume introduces ‘civic Shakespeare’ as a new and complex category entailing the dynamic relation between the individual and the community on issues of authority, liberty, and cultural production. It investigates civic Shakespeare through Romeo and Juliet as a case study for an interrogation of the limits and possibilities of theatre and the idea of the civic. The play’s focus on civil strife, political challenge, and the rise of a new conception of the individual within society makes it an ideal site to examine how early modern civic topics were received and reconfigured on stage, and how the play has triggered ever new interpretations and civic performances over time. The essays focus on the way the play reflects civic life through the dramatization of issues of crisis and reconciliation when private and public spaces are brought to conflict, but also concentrate on the way the play has subsequently entered the public space of civic life. Set within the fertile context of performance studies and inspired by philosophical and sociological approaches, this book helps clarify the role of theatre within civic space while questioning the relation between citizens as spectators and the community. The wide-ranging chapters cover problems of civil interaction and their onstage representation, dealing with urban and household spaces; the boundaries of social relations and legal, economic, political, and religious regulation; and the public dimension of memory and celebration. This volume articulates civic Romeo and Juliet from the sources of genre to contemporary multicultural performances in political contact-zones and civic ‘Shakespaces,’ exploring the Bard and this play within the context of communal practices and their relations with institutions and civic interests.

This book explores how and why civic spaces are used by different communities in Asia and what role urban governance and public participation play in the support or demise of communities. At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life.

The past decade has seen increasing international recognition of civic space as a cornerstone of functioning democracies, alongside efforts to promote and protect it. Countries that foster civic space are better placed to reap the many benefits of higher levels of citizen engagement, strengthened transparency and accountability, and empowered citizens and civil society. For some years, we have observed a broad public discussion over the shrinking civic space. While the focus has generally been on countries with authoritarian governance systems, it has more recently become apparent that the issue is neither restricted to these countries nor indeed to countries with weak or non-existing democracies. It has been demonstrated that the space in which civil society actors and individual citizens may contribute to public affairs is undergoing fundamental changes in Europe. While in some areas, the clout of civic initiative is larger today than ever before, in others, civic action is highly disputed and governments are attempting to crowd out non-governmental actors from the public sphere. This edited volume examines the wellbeing of civil society in the Europe and its riparian states. Presented by experts from 12 European countries the book presents insights in the latest developments of civil society and aspect like the shifting interaction between the state, market and civil society or the influence of populist movements on civil society and tackles the question wether there is a shrinking civic space in Europe.
