China Russia Strategic Alignment In International Politics

Post-Cold War China-Russia strategic cooperation has displayed significant development and become an increasingly important factor in contemporary international politics. However, there has been no theory-grounded framework and corresponding measurements that would allow an accurate and systematic assessment of the level of China-Russia alignment and its progress over time. How closely aligned are China and Russia? How to define and measure strategic alignments between states? This book bridges area studies and International Relations literature to develop a set of objective criteria to measure and explain the development of strategic alignment in post-Cold War China-Russia relations. It establishes that on a range of criteria, China-Russia alignment is moving towards a full-fledged alliance. It is solid and comprehensive and continues to show a consistent incremental upward trend. There are strong structural incentives for furthering the China-Russia alignment, and there is little that might hinder the effective functioning of a China-Russia alliance. The alignment framework developed in the book can be applied to other cases of interstate strategic cooperation to facilitate comparisons between different strategic alignments.

Russia's foreign policy experience in the first post-Soviet decade was marked by disappointments as well as surprising turns. Expectations that Russia would join the Western powers as an equal partner were frustrated, while relations with the People's Republic of China warmed considerably. Today, Russia's relationship with China is an important component of its overall foreign policy orientation, as the two states - one greatly diminished, the other clearly on the rise - have found themselves sharing an interest in curbing the power of the United States. In analyzing Russia's evolving foreign policy vis-a-vis China, the author takes into account the legacy of Soviet-era precedents; the simultaneous processes of economic policy change and integration into global economic structures; and military relations. By shedding light on the role of political realism, decision makers, and exogenous factors in Russian foreign policy, this analysis of an important bilateral relationship contributes to the larger project of understanding international relations and the dynamics of domestic and foreign policy change.

This volume identifies the main drivers of the current Sino-Russian relationship, assesses whether-and under what conditions-China and Russia would cooperate more extensively and effectively against American interests, and recommends U.S. policies that could prevent such an outcome. Written by an author who traveled extensively in both countries in order to conduct research and expert interviews for the work, the book covers the latest developments to include the major changes in Chinese foreign policy under President Xi Jinping and ongoing relations with Russian President Vladimir Putin.

China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

This book provides a comprehensive analysis of the Chinese-Russian bilateral relationship, grounded in a historical perspective, and discusses the implications of the burgeoning 'strategic partnership' between these two major powers for world order and global geopolitics. The volume compares the national worldviews, priorities, and strategic visions for the Chinese and Russian leadership, examining several aspects of the relationship in detail. The energy trade is the most important component of economic ties, although both sides desire to broaden trade and investments. In the military realm, Russia sells advanced arms to China, and the two countries engage in regular joint exercises. Diplomatically, these two Eurasian powers take similar approaches to conflicts in Ukraine and Syria, and also cooperate on non-traditional security issues including preventing coloured revolutions, cyber management, and terrorism. These issue areas illustrate four themes. Russia and China have common interests that cement their partnership, including security, protecting authoritarian institutions, and re-shaping aspects of the global order. They are key players not only influencing regional issues, but also international norms and institutions. The Sino-Russian partnership presents a potential counterbalance to the United States and democratic nations in shaping the contemporary and emerging geopolitical landscape. Nevertheless, the West is still an important partner for China and Russia. Both seek better relations with the West, but on the basis of 'mutual respect' and 'equality'. Lastly, Russia and China have frictions in their relationship, and not all of their interests overlap. The Sino-Russian relationship has gained considerable momentum, particularly since 2014 as Moscow turned to Beijing attempting to offset tensions with the West in the aftermath of Russia's annexation of Crimea and intervention in Ukraine. However, so far, China and Russia describe their relationship as a comprehensive 'strategic partnership', but they are not 'allies'.

With many predicting the end of US hegemony, Russia and China's growing cooperation in a number of key strategic areas looks set to have a major impact on global power dynamics. But what lies behind this Sino-Russian rapprochement? Is it simply the result of deteriorated Russo–US and Sino–US relations or does it date back to a more fundamental alignment of interests after the Cold War? Whether states balance against or bandwagon with threatening great powers remains an unsolved problem for international relations theory. One school argues that military power compels minor powers to accommodate threats, while another defends that it elicits balancing instead. With the emergence of potential hegemons in both Asia and Europe — namely China and Russia — understanding state alignment is more urgent than ever. This book shows that bandwagoning has been a rare choice in contemporary Asia and Europe. The only states that chose bandwagoning with China or Russia faced both conflicts with third rivals and low levels of U.S. assistance. Going further, I divide bandwagoning between full alignment, survival accommodation, and profit accommodation. Bandwagoners choose among these three options based on the severity of the threat posed by the potential hegemon, the intensity of third conflicts, and the level of U.S. assistance. I test this novel theory against three European (Armenia, Belarus, and Serbia) and four Asian (Cambodia, Myanmar, North Korea, and Pakistan) cases. This study is the first to provide an exhaustive and compelling explanation of bandwagoning fully compatible with neorealism and adds to the balancing-bandwagoning debate. Beyond scholarly implications, this research’s findings offer advice for policymakers concerned with the changing balance of power in Asia and Europe and how to counter China and Russia’s influence.

Chinese-Russian security relations directly concern many subjects of interest to the Strategic Studies Institute. These areas include regional conflicts, nonproliferation issues, and military force balances. Given the importance of these two countries in international affairs, however, almost any foreign policy action of their governments affects some American national interest. For almost 2 decades, China and Russia have been strengthening their security ties. Nonetheless, as this monograph makes clear, the relationship between Beijing and Moscow remains in flux. In some cases, they share overlapping interests. In other instances, they compete for power and wealth, particularly for oil and gas resources. Many factors will affect Sino-Russian ties- including developments within China and Russia as well as external events. As part of this mix, American policies will also have some impact on the future foreign behavior of both countries.
