Can Restoration Of The Commons Foster Resilience A Quasi Experimental Comparison Of Covid 19 Coping Strategies Among Rural Households In Three Indian States

India has been hard hit by the COVID-19 pandemic. In the context of a larger quasi-experimental impact assessment, we assess the pandemic’s effects on coping behavior in 80 villages spread across four districts and three states (n=772). Half of these villages were targeted by a largescale common land restoration program spearheaded by an NGO, the Foundation for Ecological Security (FES). The other half are yet to be targeted but are statistically similar vis-à-vis FES’s village targeting criteria. Analyzing the results of a phone survey conducting eight to ten months into the pandemic and its associated lockdowns, we find that the livelihood activities of households in both sets of villages were adversely impacted by COVID-19. Consequently, most households had to resort to various coping strategies, e.g., distressed asset sales and reduced farm input expenditure. From the same mobile survey data, we further construct a Livelihoods Coping Strategies Index (LCSI) and find that households in villages targeted by FES’s common land restoration initiative score 11.3% lower on this index on average. While modest, this statistically significant effect estimate (p<0.05) is consistent across the four districts and robust to alterative model and outcome specifications. We find no empirical support that our observed effect was due to improved access to common pool resources or government social programs. Instead, we speculate that this effect may be driven by institutional factors, rather than economic, a proposition we will test in future work.

The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world's poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: -- A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. -- An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. -- The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. -- Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. This book deals with not just complex linkages, interactions and exchanges that form the relationship between the economic activities, human society and the ecosystems, but also the influences and impacts that each causes on the other. In recent times, this ecology–economy–society interface has received unprecedented attention within the broader environment–development discourse. The volume is in honour of Kanchan Chopra, one of the pioneers of research in these areas in India. She has recently been awarded the coveted Kenneth Boulding Award by the International Society for Ecological Economics (ISEE) and is the first Asian to receive it. The four sub-themes of the book reflect some of the important areas in the environment–development discourse — sustainability of development, institutions and environmental governance, environment and well-being, and ecosystem and conservation. Within each of the sub-themes, the policy and the practice as well as the macro and micro aspects are addressed. With contributions mainly from ecological economists and ecologists, the book’s approach is interdisciplinary, both in spirit and content, reflecting the honoree's work, which went not just beyond the mainstream ideology of economics, but also the way she listened to ideas from disciplines like ecology and sociology. The volume also includes two reflective essays on academic life and works of Kanchan Chopra. The book is a valuable resource for students, teachers, researchers, practitioners and policy makers in the areas of development economics, ecological economics, environmental economics and related disciplines such as conservation, development, ecology, economics, environment, governance, health, sociology and public policy.

"Across diverse disciplines, the term resilience is appearing more and more often. However, while each discipline has developed theory and models to explain the resilience of the systems they study (e.g., a natural environment, a community post-disaster, the human mind, a computer network, or the economy), there is a lack of over-arching theory that describes: 1) whether the principles that underpin the resilience of one system are similar or different from the principles that govern resilience of other systems; 2) whether the resilience of one system affects the resilience of other co-occurring systems; and 3) whether a better understanding of resilience can inform the design of interventions, programs and policies that address "wicked" problems that are too complex to solve by changing one system at a time? In other words (and as only one example among many) are there similarities between how a person builds and sustains psychological resilience and how a forest, community or the business where he or she works remains successful and sustainable during periods of extreme adversity? Does psychological resilience in a human being influence the resilience of the forests (through a change in attitude towards conservation), community (through a healthy tolerance for differences) and businesses (by helping a workforce perform better) with which a person interacts? And finally, does this understanding of resilience help build better social and physical ecologies that support individual mental health, a sustainable environment and a successful economy at the same time?"--

Although the global economy is emerging from the collapse triggered by COVID-19, the recovery is likely to be subdued, and global GDP is projected to remain well below its pre-pandemic trend for a prolonged period. Several risks cloud the outlook, including those related to the pandemic and to rapidly rising debt. The pandemic has further diminished already-weak growth prospects for the next decade. Decisive policy actions will be critical in raising the likelihood of better growth outcomes while warding off worse ones. Immediate priorities include supporting vulnerable groups and ensuring a prompt and widespread vaccination process to bring the pandemic under control. Although macroeconomic policy support will continue to be important, limited fiscal policy space amid high debt highlights the need for an ambitious reform agenda that bolsters growth prospects. To address many of these challenges, global cooperation will be key. The aspirations of individuals, organizations, and states, and their perceptions of problems and possible solutions circulate fast in this instantaneous society. Yet, the deliberation of the underlying public norms seems to escape the attention of the public. Institutions enable people to have reliable expectations of one another even when they are unsure of each other's aspirations and purposes. Public norms enable people to act under conditions of increasing uncertainty. To fulfill this role in society, institutions need enhancement, maintenance, and innovation. Public Norms and Aspirations aims to improve the methodology of planning research and practice by exploring the co-evolution of institutional innovation and the philosophy of pragmatism in processes of action. As most attention in planning research and planning practices goes to the pragmatic approaches of aspirations and problem solving, the field is awaiting an upgrade of institutional perspectives. This book aims to explore the interaction of institutional and pragmatic thought and to suggest how these two approaches might be integrated and applied in successful planning research. Rural residents have higher rates of age-adjusted mortality, disability, and chronic disease than their urban counterparts. Contributing negatively to the health status of rural residents are their lower socioeconomic status, higher incidence of both smoking and obesity, and lower levels of physical activity. Contributing negatively to the health status of farmers are the high risks from workplace hazards; contributing positively are farmers¿ higher socioeconomic status, lower incidence of smoking, and more active lifestyle. Both farm and rural populations experience lower access to health care along the dimensions of affordability, proximity, and quality, compared with their non-farm and urban counterparts.
