With the conclusion of the Asian and Pacific Decade of Disabled Persons, 2003-2012, and the proclamation of the new Asian and Pacific Decade of Persons with Disabilities, 2013-2022, ESCAP members and associate members and key stakeholders have a unique opportunity to accelerate action towards realizing the vision of a disability-inclusive society that protects, empowers and ensures equality for the 650 million persons with disabilities in the Asia-Pacific region. This is a comparative analysis of the micro and macro characteristics of self-help organizations of people with disabilities (SHOPs) in seven selected countries and territories in Asia, namely China Mainland, Hong Kong, Japan, the Philippines, Taiwan, Thailand, and Vietnam. Since the 1980s, SHOPs have prospered in this region and were given a major role in the United Nations' forum and the International Year of Disabled Persons in 1981. The analysis shows the differences among the SHOPs in terms of the complexity of their structure, government's affirmative policy, legislation, and leadership qualities. These differences are due to the complex interplay among factors at local, national, and international levels. SHOPs in this region present a rather homogenous perception in their organization, leadership, social inclusion, and globalization, despite the marked differences in their societies. SHOPs tends to be domocratic and consensual in nature, and led by elected members with assistance from paid professional and clerical support. The self-help organizations are positively regarded in these countries.

ADB’s Strategy 2030’s first operational priority focuses on addressing remaining poverty and reducing inequalities through a three-pronged strategy: investing in human capital and social protection, facilitating access to good-quality jobs, and reducing inequality of opportunity through such means as removing barriers to access to services and infrastructure, especially for the poor and vulnerable. The Strategy commits ADB to increasing its emphasis on social inclusion and human development to address the non-income dimensions of poverty. This road map provides a framework to support disability-inclusive development, focusing first on short- and medium-term actions and building an inclusive organizational culture that can accelerate and strengthen the implementation of Strategy 2030 goals and priority areas.

The Asian and Pacific Decade of Disabled Persons (2003-2012) has the objective of promoting a move from a welfare-based to a rights-based approach towards disability. This publication contains information on how particular countries or areas in the ESCAP region define disability and on data collection and analysis methods used, in line with the Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific.

The private sector has a pivotal role to play in accelerating disability-inclusive sustainable development. Mainstreaming disability inclusion into every aspect of business presents opportunities for companies to improve workplace accessibility, strengthen performance, encourage innovation and expand to new consumer markets and untapped talent pools. Study findings have shown a positive correlation between the financial performance of companies and their status of disability inclusion, with higher sales, profit margins and shareholder returns for companies championing disability inclusion. Disability-inclusive employment has yet to be achieved in the Asia-Pacific region, home to 472 million working-age persons with disabilities. Employment data concerning persons with disabilities are scarce across countries in the region. Where such data do exist, persons with disabilities - especially women, youth, and rural habitants among them - are found to fare worse than those without in the labor market. This report presents the analysis of 2018 data on social protection measures in Asian Development Bank’s 14 Pacific developing member countries. It uses the Asian Development Bank’s Social Protection Indicator to assess the level of resources invested in social protection, extent of coverage, and benefit levels of social protection programs. Further data disaggregation provides the distribution of social protection expenditures in terms of poverty, gender, and for people with disabilities. The report identifies measures adopted in response to the coronavirus disease pandemic and outlines the future directions for social protection in the Pacific region.
