A Brookings Institution Press and Harvard University Joint Center for Housing Studies publication Poor people spend their money living day to day. How can they accumulate wealth? In the United States, homeownership is often the answer. Homes not only provide shelter but also are assets, and thus a means to create equity. Mortgage credit becomes a crucial factor. More Americans than ever now have some access to credit. However. thanks in large part to the growth of global capital markets and greater use of "credit scores," not all homeowners have benefited equally from the opened spigots. Different terms and conditions mean that some applicants are overpaying for mortgage credit, while some are getting in over their heads. And the door is left wide open for predatory lenders. In this important new volume, accomplished analysts examine the situation, illustrate its ramifications, and recommend steps to improve it. Today, low-income Americans have more access to credit than ever before. The challenge is to increase the chances that homeownership becomes the new pathway to asset-building that everyone hopes it will be.

Download Providing Access to Affordable Credit to the Poor Book in PDF, Epub and Kindle
Asset building has become an increasingly important component of social welfare policy in recent years. For families seeking to build assets through home ownership, raising credit scores is often a key element of their prepurchase efforts. Low income and minority families in particular can struggle with poor credit scores and seek Homeownership Education and Counseling (HEC) services to assist them to raise their credit score and access affordable mortgage credit. This book examines the effectiveness of credit counseling within HEC services on credit scores. Quantitative data were gathered via preand one year post-counseling credit scores from 203 clients who obtained pre-purchase credit counseling. Qualitative findings from a focus group of HEC credit counselors shed light on the role of credit counselors in HEC services and difficulties encountered in interfacing with the sub-prime mortgage market. This book is addressed to community development, mortgage finance and public policy professionals and researchers.

Download Building Inclusive Financial Systems Book in PDF, Epub and Kindle
Broad-based and inclusive financial systems significantly raise growth, alleviate poverty, and expand economic opportunity. Households, small enterprises, and the rural poor often have difficulty obtaining financial services for a multitude of reasons, including transaction costs, perceived risk, inadequate infrastructure, and information barriers. Yet many financial institutions are now making profitable inroads into underserved markets through formal banking, investment in equities, venture capital, postal banks, and microfinance. Access to Finance addresses the challenges of making financial systems more inclusive, emulating successful ventures in new markets, and utilizing technologies and government policies to support the expansion of financial access. The contributors examine many dimensions of financial access, including: • Measuring financial access • Understanding the impact of expanded access • Examining alternative institutional models • Exploring new technologies and information infrastructure • Evaluating government policies toward outreach.

Download Segregation Book in PDF, Epub and Kindle
Segregation: The Rising Costs for America documents how discriminatory practices in the housing markets through most of the past century, and that continue today, have produced extreme levels of residential segregation that result in significant disparities in access to good jobs, quality education, homeownership attainment and asset accumulation between minority and non-minority households. The book also demonstrates how problems facing minority communities are increasingly important to the nation's long-term economic vitality and global competitiveness as a whole. Solutions to the challenges facing the nation in creating a more equitable society are not beyond our ability to design or implement, and it is in the interest of all Americans to support programs aimed at creating a more just society. The book is uniquely valuable to students in the social sciences and public policy, as well as to policy makers, and city planners.

Download Asset Building and Low-income Families Book in PDF, Epub and Kindle
Low-income families have scant savings to cushion a job loss or illness, and can find economic mobility impossible without funds to invest in education, homes, or businesses. And though a lack of resources leaves such families vulnerable, income-support programs are often closed to those with a bit of savings or even a car. Considering welfare-to-work reforms, the increasingly advanced skill demands of the American workforce, and our stretched Social Security system, such an approach is inadequate to lift families out of poverty. Asset-based policies--allowing or even helping low-income families build wealth--are an increasingly popular strategy to facilitate financial stability.
