In this book, the spectacular development of a digital telecommunications infrastructure in one of the world’s most advanced industrial nations is being reviewed. Starting with the university network JUNET in 1984 the work covers the mobile Internet, wired access and backbone systems, all the way through broadband applications and today’s residential broadband traffic. Japan has established one of the richest Internet environments and undertakes an aggressive R&D activity on both the New Generation Network “NGN” and the new Internet Protocol “IPv6”.In 2007, it was reported that in the cellular phone system in Japan, the total volume of data traffic became larger than that of voice traffic. The telecommunication infrastructure is converging with the broadcasting infrastructure: 2011 is designated as the first year of the full digital age. Towards 2011, the following technical challenges are foreseen: the development and deployment of an end-to-end architecture on the existing complex IPv4 based Internet; development of a Japanese infrastructure, which is globally competitive and globally interoperable; development of new applications and new business models in the ubiquitous networking environment; development of Internet systems as a social infrastructure; integration with the real-space (i.e. integration of physical space and cyber space); NGN (Next Generation Network) and FMC (Fixed Mobile Convergence); and development and deployment of the unwired Internet environment. This work looks into the challenges and opportunities now faced: it is a must reading for communications and media experts, policy makers and the general public interested in the digital infrastructure.

This book provides a detailed description of Japan’s telecommunications policies. It discusses how Japan has addressed a variety of policy challenges ranging from traditional regulatory issues, such as the provision of a universal service, to the latest tasks, including the promotion of cutting-edge technologies. Japan is a global leader in information and communication technologies (ICT). In addition to technological advances, an impressive nationwide optical-fiber and advanced mobile network infrastructure has been developed, which has boosted the economy and benefited society. The Ministry of Internal Affairs and Communications (MIC) has played an important role in ICT deployment. Japan has a unique ICT policy framework that does not separate regulation and promotion, unlike many other countries, which have an independent regulator. However, since relatively little information has been provided in English, it has been difficult to learn much about Japan’s policies. Written by specialists from MIC, industry and academia, this is the first collaborative work to provide a comprehensive discussion of Japan’s ICT policies, allowing readers to gain an understanding of the topic.

The present paper is an empirical and theoretical investigation of the process of broadband adoption and application as it exhibits itself in Japan. Based on previous research by the authors and others, it addresses a paradox of broadband adoption in Japan. That is, the overall adoption rate remains suppressed even as reliable, high-speed Internet access is readily available in the most parts of Japan. The OECD average of broadband subscriptions per 100 inhabitants is 23.3 in 2009. Japan ranks at the 16th place with 24.8 subscriptions per 100 inhabitants. Research Problem: Why does broadband adoption remain stagnant in Japan despite highly available network infrastructures? Ancillary questions include what users of broadband Internet do online and who they are. Theory: Drawing on the literature on the Internet and social stratification with local, national, and global perspectives in general and on the literature on cultural capital in particular, the paper attempts to identify key factors that are associated with the differential take-up of broadband Internet in Japan. It focuses on the concept of omnivore, which suggests that those rich in cultural capital not only consume “legitimate” cultural materials, but also they are capable of enjoying a wide variety of different genres. Hypothesis: Fallible hypotheses are proposed and tested to answer the research problem. They include (a) Those endowed with limited cultural capital resources are less likely to be aware of new applications delivered by broadband technology than those with higher levels of cultural capital, and (b) Those with higher levels of cultural capital use a wide variety of applications. Data: Analysis in the paper will employ the Broadband Adoption and Usage Survey. The BAUS is a high quality dataset made available by the Ministry of International Affairs and Communications. Methods: Standard methods for categorical data analysis including logistic regression, boosted regression, and zero-inflated poisson regression are used for the analysis.

In accordance with the development of broadband services, interests are focused on the deployment of optical fiber and various reports and researches are published, including "Next Generation Connectivity" by the Berkman Center, Harvard University, and "Indicators of Broadband Coverage" by OECD. These analyze the international comparison of broadband penetration or how U.S. and EU lag behind. Less analysis was, however, spent how Japan constructed the most successful FTTH networks all over the country. The objective of this paper is to identify factors promoting deployment of Japanese FTTH in the competitive environments utilizing the panel data analysis and the prefectural panel data of subscribers. Major deregulations including unbundling, openness of facilities, connection charges and collocations were already implemented. The problem occurred in this process, however, is that the share of NTT locals in the FTTH market locals has been increasing and reached more than 70%. Moreover, the NTT locals' share in the total four broadband markets including FTTH, cable modem, ADSL and FWA becomes also more than 50%. This paper attempts to explain this reason. Recently, however, the situation has been changing, namely competition has been more severe in the metropolitan and populated areas, which is promoted by power companies and KDDI. This paper also focuses on current changes in the FTTH market, and explains how these are different from the previous period.
