The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Recognizing that military power encompasses more than weaponry, it develops an original empirical framework for measuring militaries that also includes doctrine, training, and organizational structure.

How do we understand the evolution of central-local relations in China during the reform period? This book addresses this question by focusing on eight separate issues in which the central-local relationship has been especially salient – government finance, investment control, regional development, administrative zoning, implementation, culture, social welfare and international relations. Each chapter introduces a sector and the way the center and various local governments have shared or divided power over the different periods of China’s reform era. The balance of power is gauged dynamically over time to measure the extent to which one level of government dominates, influences or shares power in making decisions in each of these particular domains, as well as what is likely to occur in the foreseeable future. The authors assess the winners and losers of these changes among key actors in China’s society. The result provides a dynamic view of China’s changing power relations.

This book is a structured net assessment of China’s military power by a reputed and well-known Indian military analyst. The growth of Chinese military power has been examined with emphasis on how it primarily affects India. The book analyses how India must respond. It has an exhaustively researched section on how the Chinese PLA has performed in actual combat since 1949, and a detailed analysis of the evolution of China’s military doctrines and strategic Culture. The most dangerous for India is the exponential growth in the Chinese Airpower (PLAAF). China has already changed Asia’s balance of power.

This book analyzes the rise of China’s naval power and its possible strategic consequences from a wide variety of perspectives – technological, economic, and geostrategic – while employing a historical-comparative approach throughout. Since naval development requires huge financial resources and mostly takes place within the context of transnational industrial partnerships, this study also consciously adopts an industry perspective. The systemic problems involved in warship production and the associated material, financial, technological, and political requirements currently remain overlooked aspects in the case of China. Drawing on first-hand working experience in the naval shipbuilding industry, the author provides transparent criteria for the evaluation of different naval technologies’ strategic value, which other researchers can draw upon as a basis for further research in such diverse fields as International Security Studies, Naval Warfare Studies, Chinese Studies, and International Relations.

The identification of the Twenty-First Century as the Pacific Century and the Rise of China signal a transformation in the international order that political leaders and strategists around the globe seek to understand. Most assessments of the strategic factors behind this transformation in Asia tend to focus on the more traditional quantifiable measures of power, such as military and economic power. The concept of soft power, as originated by Joseph Nye, posits an alternative, non-coercive form of power based on attraction rather than force or payment. This paper will review existing assessments and specific case studies of China's soft power in Australia, South Korea, Bangladesh, and Burma in order to evaluate the effectiveness of Chinese soft power and derive strategic recommendations for the U.S.

The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
