Asean China Cooperation For Environmental Protection And Sustainable Energy Development

In order for the joint research by Network of ASEAN-China Think-tanks (NACT) to reach out to a much wider audience, NACT began to publish joint research of all Working Groups since 2019. This book is a collection of research papers contributed by ASEAN and China scholars who attended NACT Working Group Meeting on Regional Cooperation for Sustainable Energy Development on April 16, 2019 and NACT Working Group Meeting on Environmental Protection in ASEAN and China on May 17, 2019. The contributing scholars give their ingenious and insightful thoughts on ASEAN-China energy and environmental protection cooperation from either a national or a regional perspective. Two NACT Working Group Reports are also incorporated in the appendices of this book, including innovative and practical policy recommendations on strengthening ASEAN-China sustainable energy and environmental protection cooperation in existing priority areas and identifying new ones.

This book presents a comprehensive analysis of the status and progress of China-ASEAN green development and examines the common development issues in China and ASEAN Member States (AMSs). It also explores development trends within the framework of global and regional environmental governance and discusses the approaches towards green development in China and AMSs, offering its own definition of green development and using a “pressure-state-response” (PSR) model to build a framework for assessing green development. The book includes typical policy measures and numerous practices for green development in China and AMSs in the form of tables, figures and boxes. Based on detailed analysis, it argues that the global 2030 Agenda for Sustainable Development brings significant opportunities to China and AMSs, that the ongoing pragmatic cooperation should be further advanced, and that a connection between the Belt and Road Initiative and green ASEAN Community should be established to achieve regional sustainable development. As such it furthers readers’ understanding of environment and development and practical policy advice for promoting China-ASEAN cooperation on environment and green development. Intended for decision makers from the government, business sector, and civil societies who are working to boost green development and China-ASEAN cooperation, it is also a valuable resource for government officials, researchers and non-experts interested in creating a balanced relationship between the environment and development.

They are comprised of one synthesis report, which entitled "Towards a Sustainable Asia: Green Transition and Innovation", and four thematic reports on natural resources, energy, the environment and climate change, and culture from particular perspectives of agriculture. They aim to: 1) investigate common sustainability issues faced by all Asian countries, including population increase, poverty alleviation, pollution control, ecological restoration, as well as regional problems, such as water shortage in West and Central Asia, energy security in Northeast Asia, development model & transformation in East Asia; 2) analyze and summarize of best practices towards sustainable development in Asia; 3) bring forward suggestions and policy options for promoting green transition, system innovation and sustainable development of Asia. With best practice guidelines for a sustainable Asia, this series of reports, for the first time systematically address the common challenges and regional problems in regard to Asia’s natural resources use, pollution reduction and climate protection, sustainable energy development, and innovations for environment-friendly and culture-compatible agriculture. They will provide handy and useful information to researchers, government policy makers and the general public who have concerns about Asia’s sustainable development. AASA is a scientific and technological organization in Asia, established in 2000, comprising of 26 member academies all over Asia. Its vision is to provide a forum for the discussion of all issues relevant to science and technology development and its application on national level within Asia.

This book examines sustainable energy development in China, a non-liberal state, as a counterexample to conventional wisdom that effective policy outcomes are premised on the basis of decentralized governance. The use of sustainable energies as part of the solution for stabilising global warming has been promoted in industrialised countries for the past three decades. In the last ten years, China has expanded its renewable energy capacity with unprecedented speed and breadth. This phenomenon seems to contradict the principle of orthodox environmental governance, in which stakeholder participation is deemed a necessary condition for effective policy outcomes. Based upon policy documents, news report and interviews with 32 policy makers, business leaders, and NGO practitioners in selected subnational governments, this book examines the politics of sustainable energy in China. It engages debates over the relationships among democratic prioritisation, environmental protection, and economic empowerment, arguing that China’s quasi-corporatist model in the sustainable energy field challenges Western scholars’ dominant assumptions about ecopolitics.

This publication is the theme study for the 73rd session of Commission to be held in May 2017. The main purpose of the publication is to call on policymakers in Asia and the Pacific for urgent actions to transition national energy sectors to achieve the Sustainable Development Goals (SDG), particularly Goal 7. The energy sector transition is the only way to address the sizeable energy deficit which impede progress in energy access in a number of member countries. It will also address gaps between current commitments under the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change and lack of coherent energy strategic and policy frameworks and actions held back progress of SDG7.

It investigates the main challenges and opportunities related to Sino-European dialogue and cooperation in the green sector with a focus on sustainable growth.

East Asia has experienced the fastest economic growth in the world over the last three decades, accompanied by a 10-fold gross domestic product increase and rapid urbanization. Energy consumption has more than tripled during this period and is expected to double over the next 20 years. This remarkable trend has led to twin energy challenges in the region environmental sustainability and energy security. Written for an audience of energy policy makers and practitioners, Winds of Change explores the region s energy future over the next two decades through two energy scenarios. It outlines the strategic direction East Asia s energy sector must take to meet its growing energy demand in an environmentally sustainable manner, and presents a pathway of policy frameworks and financing mechanisms to get there. The six East Asian countries China, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam examined in this book could, with the right policies and financing, stabilize CO2 emissions by 2025, improve their local environment, and enhance energy security without compromising economic growth. They must move their energy sectors toward much higher efficiency and more widespread use of low-carbon technologies, while obtaining substantial financing and low-carbon technologies from developed countries. This clean energy revolution requires major policy and institutional reforms, including energy pricing reforms, regulations such as energy efficiency standards, financial incentives such as feed-in tariffs for renewable energy, and accelerated research and development. Finally, building low-carbon cities will be key to containing the rapid urban energy growth through compact urban design, public transport, clean vehicles, and green buildings. The window of opportunity is closing fast delaying action would lock the region into a longlasting high-carbon infrastructure. The technical and policy means exist for such transformational changes, but only strong political will and unprecedented international cooperation will make them happen.

Informed by international law, international relations and environment management scholarship, this interdisciplinary analysis of environmental regimes in Asian subregions proposes a new regime for the Himalayas and Tibetan Plateau based on China’s cooperation with its south Asian neighbors.
