Excerpt from Annual Report of the Board of Education and the Superintendent of Public Instruction of New Jersey, With Accompanying Documents, for the School Year Ending August 31st, 1886 As the State tax is based upon the census, this increase is only keeping pace with the increase in the number of children. But this has been liberally supplemented by larger local taxes than have been raised in many years. The townships have raised about thirteen per cent. More than in the previous year, and the districts about twenty per cent. More. The whole amount appropriated for school purposes was $2, an increase of about ten per cent. Excerpt from Annual Report of the Board of Education, and the Superintendent of Public Instruction of New Jersey: With Accompanying Documents for the School Year Ending August 31st, 1889 Of the two thousand six hundred and tort -two school houses in the State, one thousand two hundred an twenty-nine are reported as good or very good, two hundred and thirty nine as medium, one hundred and five as poor and sixty nine as very poor. The standards for this classification are fixed by the several county superintendents, acco to the individual judgment of each, but it is safe to say that e sixty nine houses that are reported as very oor, are so far below the resent requirements that they shoul no longer be used. Excerpt from Annual Report of the Board of Education and the Superintendent of Public Instruction of New Jersey, With Accompanying Documents, Vol. 1: For the School Year Ending August 31st, 1892 Just so far, then, as skillful supervision tends to make the work of the schools more effective - and it is admitted by all that supervision, if Of the right sort, is more effective than any other agency - the Schools of New York, and of Massachusetts still more particularly take precedence over those of New Jersey. I would recommend that the State Board of Education consider the question of the advisability of providing for a more thorough inspection and supervision of the schools than we now have. The appointment of one or more agents or deputies of high professionale qualifications to visit and inspect the schools of the State for the pur pose of introducing the better methods of school organization andl instruction that are becoming current in other States would exert a most salutary influence upon our school system. Excerpt from Annual Report of the Board of Education and the Superintendent of Public Instruction of New Jersey: With Accompanying Documents, for the School Year Ending August 31st, 1890 The increase in the State appropriation (the proceeds of the State school tax), which is shown in the preceding summary, is due entirely to the increase in the school census of children between the ages of five and eighteen years, $5 being collected and appropriated for each child. The table shows an increase over the previous year in the amount received from all sources for the maintenance of the schools; but for teachers' salaries and for building and repairing there has been a decrease in district taxes. This may be accounted for by the fact that in the previous year there was a large increase in both of these items. Excerpt from Annual Report of the Board of Education and of the Superintendent of Public Instruction of New Jersey: With Accompanying Documents, for the School Year Ending June 30th, 1894 If the State Could be assured that all children would receive at home, or outside the school, the kind and amount Of instruction needed to make them good and temperate citizens, then the school might safely be relieved of this duty. It is, however, a fact patent to every intelligent Observer that a considerable number of children in every community do not receive at home any adequate hygienic instruction, especially in respect to the nature of alcoholic stimulants and their physiological effects. Instruction as to the immorality and grossness of intemperance is important and Should not be omitted, but instruction as to the inj urious physical effects upon the organs and functions of the body, is needed to impress children With the undesirableness of acquiring the alcoholic or narcotic habit. This phase of instruction is particularly adapted to the school in connec tion with the study Of general physiology and hygiene. The Objection that such teaching will make temperate living obnoxious to pupils is not worth considering. If it were granted, then all text-book study that bears any relation to the life and habits Of pupils would be dangerous.
