President: I have the honor to transmit the annual report of the Department of the Interior for the fiscal year ended J une 30, 1936. The work of the Department of the Interior is concerned re dominantly with the custodianship of a vast national estate. Ore than 95 percent of the annual and permanent appropriations made for the work of the Department during the fiscal year 1936 are for taking an inventory of the natural physical resources of the United States, for undertaking, the wise development and use of such re sources, and for the education, health, and recreation of the people of the nation. It is a department of conservation - conservation of those physical and human resources on which depend the future of America. Water, land, and minerals - these three comprise the base for a program of conservation of natural resources. Knowledge of their existence in quality, quantity, and location, followed by wise develop ment of water resources, prudent use of land and its products, and orderly exploitation of mineral deposits, without waste, will insure a sound and permanent foundation for the material welfare of the citizens of the United States. It is no gift of the government through a single legislative act. It is no abstraction too nebulous for definition. Security begins with bread and butter. But a mere subsistence is no security for the American citizen. The Nation is rich in natural resources; it possesses a developing technology; it has a varied abundance of human capaci ties to turn to account. Security is more than a condition of material well-being. An opportunity to earn a living, to be a member of the community, to have a part in the government is basic. In positive terms, the security of a people is the sum of the arrangements set up by business, by the government, and by society through which the things we cherish are safeguarded against the hazards we, as individ uals, cannot control.
