The Highway Safety Improvement Program (HSIP) comprises three components: planning, implementation, and evaluation. This guide focuses on the evaluation component, which provides a critical feedback loop to update processes and inform future decisions. The target audience includes safety program managers, project managers, data analysts, and researchers involved with project, countermeasure, or program evaluations, in particular HSIP evaluations. The purpose of the HSIP Evaluation Guide is to provide direction and resources to agencies that want to begin or enhance HSIP evaluation efforts. To reduce traffic fatalities and accidents, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) nearly doubled funding for the Fed. Hwy. Admin¿s. (FHWA) Hwy. Safety Improvement Program, authorizing $5.1 billion for 2006 through 2009. SAFETEA-LU also added requirements for states to develop strategic hwy. safety plans that cover all aspects of hwy. safety, including infrastructure, behavioral (education and enforcement), and emergency medical services projects; develop crash data analysis systems; and publicly report on the top 5% of hazardous locations on all their public roads. The Highway Safety Improvement Program (HSIP) is a core Federal-aid, state-administered program in which each state is required to develop and establish planning, implementation, and evaluation processes. The goal of evaluation activities is to determine if highway safety improvements are achieving the desired results and the investments are worthwhile. The goal of this study is to advance HSIP evaluation processes and practices at the Texas Department of Transportation (TxDOT) and evaluate the safety and cost effectiveness of HSIP projects and countermeasures or work codes (WCs) that have been implemented in Texas over the last few years. This research involved: a) reviewing safety and cost effectiveness evaluation methods, state practices, and tools; b) gathering and compiling TxDOT data and assessing their appropriateness for supporting HSIP evaluations; c) developing safety and cost effectiveness evaluation tools for segments and intersections; and d) evaluating the effectiveness of implemented HSIP projects and countermeasures in Texas. The results show that the evaluated projects have been effective from both a safety and cost perspective in reducing target fatal, suspected serious injury, and non-incapacitating injury (KAB) crashes. The safety effectiveness index of 387 evaluated segment projects (treated as one group) was 0.84, and the corresponding index of 70 intersection projects (treated as one group) was 0.74, indicating an overall reduction in target KAB crashes after the projects were constructed. The benefit/cost ratio of all segment projects was 71.9 and that of all intersection projects (treated as one group) was 145.6.
