When policymakers are in need of economic advice, professional economists are never far away. Policymakers, journalists, and citizens all rely on experts to explain various economic developments and policy proposals. While it is fortunate that experts are close at hand, those concerned with choosing or evaluating economic policies should themselves have an understanding of how the economy works. Unfortunately, many policymakers and interested citizens currently lack such knowledge; and they need to know at the least the basics of macroeconomics to make informed decisions on their own. In this insightful book, Charles L. Schultze employs an imaginative format for explaining to busy policymakers and citizens how the economy works and what issues are likely to affect macroeconomic policy. He imagines that the next president has promised to devote one hour a week to learning about key economic principles and has asked the chairman of the Council of Economic Advisers for instruction. The book is written as a series of memos to the president on the principles and policy issues that should be understood before making macroeconomic policy judgements. A former chairman of the Council of Economic Advisers himself, Schultze clearly explains the key relationships as a background for policy decisions—relationships among domestic and foreign economic forces, and government policies and economic outcomes. The memos rely heavily on the use of real-world examples from recent economic events and policy debates. They focus principally on such policy-related issues as inflation, unemployment, long-term economic growth, and the flow of international trade and capital. The series of short, easy-to-read memos is divided into three groups: the first presents the background, explaining why it is particularly important for policymakers to distinguish between those economic forces that affect total demand in the economy and those that affect total supply; the second addresses the problem of economic stability; and the third looks at long-term economic growth.

In this book the author considers the first economic axioms of the executive power branch: the services of all the branches, financed from the budget, should be taken into account, in the expenses and results in the executive power branch.

Nsouli, and Chorng-Huey Wong. 2002. x + 346 pp. ISBN 1-58906-094-6 Since its founding in 1964, the IMF Institute has provided macroeconomic management training to over 20,000 officials from almost all of the International Monetary Fund's 183 member countries-more than 13,000 at IMF headquarters in Washington, and about 8,000 overseas. This volume, edited by Mohsin S. Khan, Saleh M. Nsouli, and Chorng-Huey Wong-respectively Director, Deputy Director, and Senior Advisor in the IMF Institute-compiles some of the analysis that the Institute uses in its macroeconomic training to address key questions that policymakers face in managing their national economies. The chapters, by IMF staff and external economists, cover salient topics in monetary, fiscal, and exchange rate management and show that there are no definitive prescriptions for effective economic policymaking, but rather a range of options, and that any course of policy action has explicit pros and cons.

A crucial challenge for economists is to figure out how people interpret the world and form expectations that are likely to influence their economic activity. This work examines a variety of expectation formation models by focusing on the learning factor.

This 2017 Article IV Consultation highlights that the Micronesian economy continued its gradual recovery in fiscal year 2016 (ending September 30), after three years of contraction during 2012–14. Real GDP is estimated to have grown by 3.0 percent in 2016, driven by increased construction activity related to infrastructure projects. Consumer prices remained broadly stable. The fiscal balance recorded an estimated surplus of 9 percent of GDP, after another year of strong revenues from fishing license fees. In 2017, growth is expected to moderate to 2 percent, as the recovery continues at a slower pace. Despite the recovery, risks are tilted to the downside beyond the near term.

This study provides a systematic approach to the key dimensions of analysis in support of policy-based operations. Concepts presented include understanding the macroeconomic context of sector policy reforms using a macro-meso-micro perspective, using dimensions of sector diagnosis to identify sequential binding constraints to development in a prevailing policy and institutional environment, and assessing the effects of policy change. Also included are examples of measuring the costs of policy change and lessons from incorporating policy change assessments into policy operation design.

The fishing industry benefits the people and economies of the Pacific in various ways but the full value of these benefits is not reflected in the region's statistics. Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.
