The United States Department of Agriculture was asked to provide assistance and guidance with some of the problems encountered by the Exchange in its present facilities and location. The Boston Redevelopment Authority was studying the area in relation to a preposed redevelopment program. For this reason, it was decided to expand the study to include the entire Boston wholesale florist industry.
