Agricultural Resource Conservation Issues

Agricultural conservation has been a public policy issue for more than 60 years. Congress has repeatedly taken action on the issue through water and soil legislation, often as part of omnibus farm bills. The USDA¿s conservation efforts have centered on implementing these conservation programs through working land conservation practices, retiring land from production or estab. conservation easements, and providing technical assistance. The climate change debate and use of ecosystem services markets has brought conservation to the forefront of discussion on the role of agriculture in reducing greenhouse gas emissions. Also, the effect of ethanol production on natural resources and changes in land use is an ongoing concern in the area of biofuels policy.

Three House of Representatives' subcommittee hearings were held in March, May, and July 1996 to evaluate the goals, priority setting, and advisory mechanisms of federal programs in agricultural research, education, and extension. To become competitive in global markets, farmers will need to rely on the research community to provide up-to-date technology and market information. The purpose of the hearings was to establish research priorities for the 21st century, improve the efficiency and effectiveness of the federal research investment, and improve accountability through the establishment of a coordinated advisory and priority setting mechanism. Testimony was received from U.S. Senators and Representatives; Under-Secretaries from the U.S. Department of Agriculture (USDA); and spokespersons for agribusiness associations, agricultural science associations, research institutions, land grant universities, and the Extension Service. The following topics were discussed: the role of the National Center for Agricultural Utilization and Research (Peoria, Illinois) in commercialization of agricultural products; financial and political threats to the federal government's role in agricultural research and education; research priorities related to human nutrition, new agricultural and livestock pests and diseases, food safety, and farming's environmental issues; replacing petrochemical ingredients in industrial products with agriculture-based ingredients; proposed participants and processes in setting research priorities for government funding; importance of sustainable agriculture; the needs of rural families and communities that are not usually well supported in USDA budgets and extension programs; worldwide research on consumer food preferences; structure and funding of federally funded agricultural research programs conducted by land grant universities, the USDA Agricultural Research Service, and the agribusiness industry; and the role and methods of the Cooperative Extension Service in disseminating research-based information to farmers. At the beginning of the 1970’s, global grain reserves were level and food prices were low however as the decade progressed crop production plummeted leading to a food crisis. Originally published in the aftermath in 1977, Crosson and Frederick set out to explore the ability of agricultural output to meet the global food demands of future generations. This study analyses how resources and environmental factors would affect food production in developing countries and the United States until the end of the 21st Century. The environmental impacts of land levels, fertiliser and pesticide use are explored in relation to the challenges of meeting food demands. This title will be of interest to students of environmental studies.

Much of the country’s recent population growth is situated in exurban areas. By many accounts exurbanization has become the dominant pattern of land development in the country and there is no indication it will slow in the foreseeable future (Theobald 2005; Brown et al. 2005; Glennon and Kretser 2005). By definition, exurban development takes place beyond the metropolitan fringe, often in rural and remote areas. The development of new exurban communities is a growing trend, especially in the West. In this case, developers and homebuilders seek large tracts of land, up to thousands of acres, in rural areas (typically within 50 miles of a large city) where they plan entire communities consisting of commercial, retail and residential land uses. Recreational amenities such as golf courses and hiking/biking trails are often included in these master-planned developments. Our philosophy is reflected in the book’s two objectives. First, we seek to document the extent and impacts of exurban development across the country. At issue is demonstrating why planners and the public-at-large should be concerned about exurbanization. We will demonstrate that even though exurbanization favors amenity rich regions, it affects all areas of the country through the loss of agricultural and grazing lands, impacts to watersheds and land modification. A summary of environmental impacts is presented, including the loss of wildlands and agricultural productivity, land modification, soil erosion, impacts to terrestrial hydrologic systems, the loss of biodiversity, nonnative and endangered species and other topics. Our second aim is to provide readers from diverse (nonscientific) backgrounds with a working knowledge of how and why exurbanization impacts environmental systems. This is accomplished by working closely to ensure contributors follow a specific outline for each chapter. First, contributors will spell out fundamental concepts, principles and processes that apply to their area of expertise (e.g., riparian areas). Contributors will move beyond a cursory understanding of ecological processes without overwhelming readers with the dense material found typically in specialized texts. For this reason, visuals and other support materials will be integral to each chapter. We have chosen contributors carefully based on their record as research scientists and acumen as educators. Second, once the mechanics have been laid out, authors will explain how and why land development in nearby areas influences ecosystems. Issues of interdependency, modification and adaptation, spatial scale and varying time horizons will be featured. Third, contributors will weigh in on the pros and cons of various land-development schemes. Fourth, authors will share their thinking on the merits of conservation devices such as wildlife corridors, open-space requirements and watershed management districts. Finally, each chapter will conclude by identifying pitfalls to avoid and highlighting "best practices" that will mitigate environmental problems or avoid them altogether. In sum, after completing each chapter, readers should have a firm grasp of relevant concepts and processes, an understanding of current research and know how to apply science to land-use decisions.

As the world population grows, so does the demand for food, putting unprecedented pressure on agricultural lands. In many desert dryland regions, however, intensive cultivation is causing their productivity to decline precipitously. "Rewilding" the least productive of these landscapes offers a sensible way to reverse the damage, recover natural diversity, and ensure long-term sustainability of remaining farms and the communities they support. This accessibly written, groundbreaking contributed volume is the first to examine in detail what it would take to retire eligible farmland and restore functioning natural ecosystems. The lessons in Rewilding Agricultural Landscapes will be useful to conservation leaders, policymakers, groundwater agencies, and water managers looking for inspiration and practical advice for solving the complicated issues of agricultural sustainability and water management.
